**1. Victor Rothschild's 1971 report mandated that applied government research be run on a "customer-contractor" basis**, shifting funds from Research Councils (the same funding family that later commissioned Lighthill's 1973 AI report) to government departments. The New Scientist dubbed it "The Rothschild Bombshell"; Nature called it "Rothschild's Cat for All Pigeons." Government adopted the proposals in 1972, implemented them in 1974.

**2. The same Rothschild spent decades as a Cold War spy suspect.** He shared a London flat with Guy Burgess and Anthony Blunt at Cambridge, and in 1986 publicly demanded MI5 clear him.
