Nuclear-test-ban verification and civilian nuclear medicine turn out to fight over the same faint gas. The Comprehensive Nuclear-Test-Ban Treaty's radionuclide network hunts for xenon-133 as a fingerprint of underground nuclear explosions — but hospitals' own supply chain for cancer and cardiac scans floods the atmosphere with the same isotope. CTBTO: emissions from medical-isotope (Mo-99) producers "look similar to those of a nuclear explosion," with "around 18,000 samples per year" registering this civilian background (source_tier 1).

The fix has been explicitly a nonproliferation program: since the 2012 Nuclear Security Summit, the US NNSA has funded global Mo-99 producers to swap weapons-usable highly enriched uranium (HEU) targets for low-enriched uranium (LEU). As of the milestone announcement, "all major global molybdenum-99 (Mo-99) production facilities now use LEU targets" (source_tier 1, energy.gov/NNSA).

The largest-scale precedent for turning bomb material into civilian use is Megatons to Megawatts (1993–2013): 500 tonnes of dismantled Russian warhead HEU, down-blended into LEU reactor fuel, provided "about one-third of the enrichment services needed to fabricate fuel for U.S. nuclear reactors" (source_tier 1, EIA.gov). Verification ran on reciprocal facility access — Russian monitors at Portsmouth and Paducah, American monitors permanently stationed at Russian blending plants (Seversk, Ozersk, Novouralsk, Zelenogorsk) — an inspection-based verification method distinct from, and older than, the radionuclide-sensor method the seed note used to constrain Burevestnik's design.
