verdict, and adds one genuinely new find that narrows a still-open question
the sibling captures left unmet.

**Verdict on the bipartite pairing itself, confirmed rather than revised: the
resemblance is real, and it is a mechanism, not a false friend.** The
mechanism is retrospective causal supersession — a subject's own
after-the-fact account of having *caused* a decision, set against the same
underlying source's concession that the political will for that decision
already existed before the subject's involvement began. Song Jian's 1995
self-report claims his 1980 projections "shocked the scientific circles and
politicians" into adopting "one child system." Greenhalgh's own 2005 paper —
the very paper that translates and carries that self-credit quote — states
two pages earlier that "after Mao's death in 1976, a strong consensus had
emerged at the highest levels of government" for stricter population control,
a full two years before Song's mid-1978 encounter with Club-of-Rome
population cybernetics at the Helsinki IFAC congress. The two claims sit in
the *same document*, on either side of the same argument, without citing each
other — which is exactly the kind of connection embedding cosine similarity
cannot see (they share no vocabulary) but historiographical close-reading
can. This is not a new discovery; it is the same discovery the 2026-08-07
sibling made, reached again independently and left unmodified.

(footnote 3, page 254) supplies exactly this: "Song Jian, 'System science and
policy-making' (1995), in Song Jian, *Song Jian kexue lunwen xuanji*
(Selected Scientific Papers of Song Jian) (Beijing: Kexue chubanshe, 1999),
p. 537." This resolves an ambiguity the 2026-08-09 sibling capture's further
leads left open: that capture, working from Liang Zhongtang's footnotes
rather than Greenhalgh's, named *two* candidate Song collected-writings
volumes as possibly containing the 1995 essay — the 1999 *Song Jian kexue
lunwen xuanji* (Science Press) and the 2002 *Shiji zhi hu — Song Jian wengao
xuanji* (Atomic Energy Press). Greenhalgh's own footnote confirms the quote's
source is the 1999 volume specifically, at p. 537, under the essay title
"System science and policy-making" — narrowing the search from two unopened
books to one specific title, volume, publisher and page. The original
Chinese text of that page has still not been located or read; this claim
only fixes *where to look*, not what it says.
