Before researching, `10-inbox/raw/` was searched for any existing capture
mentioning both [[claim-liang-zhongtang-2009-rejects-song-jian-causal-self-credit]]
and [[claim-forrester-1970-club-of-rome-conference-produced-world-dynamics]] by
slug. None exists. Three siblings investigate adjacent territory but not this
exact pair: `2026-08-09-hop-song-jian-forrester-system-dynamics.md` (origin
capture of the Forrester note; hops from the Song Jian cluster out to
Forrester without reading Liang's 2009 essay), `2026-08-09-bipartite-two-things...md`
(origin capture of the Liang note; reads Liang's essay in full but does not
touch Forrester), and `2026-08-10-bipartite-two-things...md` (a distinct
bridge check between the Song self-credit note and a Greenhalgh-consensus
note, unrelated to Forrester). This capture is the first to hold both named
notes side by side and re-examine their sources directly.

**Verdict: the bridge is real, but indirect.** The two notes do not cite,
quote, or address each other's subject matter — each was independently
verified this session to contain no reference to the other's central figure,
organization, or place. The 0.87 cosine similarity reflects genuine shared
subject matter (Song Jian, 1978, China's one-child policy, a foreign
"scientific" modeling tradition), but the connection is mediated entirely
through a third node already in the vault. This capture also contributes one
new, directly-sourced finding that had not surfaced in either origin capture:
Liang's own essay, independently of the Greenhalgh material the vault had
previously relied on, corroborates that Song's population-modeling method
arrived from abroad in 1978.

## Claim: Neither note references the other directly; the bridge runs entirely through a third, already-existing vault note

[[claim-liang-zhongtang-2009-rejects-song-jian-causal-self-credit|Liang's 2009 essay]],
read in full this session (re-fetched via `extract_pdf`; sha256 unchanged
from the prior capture, confirming the cache), contains no mention of Jay
Forrester, MIT, the Club of Rome, World Dynamics, or Helsinki. Conversely,
[[claim-forrester-1970-club-of-rome-conference-produced-world-dynamics|Forrester's
1971 essay]] (per the vault's existing note) contains no mention of China,
Song Jian, or population policy. The only vault note that names both halves
of the story is [[claim-song-jian-missile-scientist-engineered-one-child-policy-via-cybernetics-of-population]],
which cites Susan Greenhalgh's account that Song "boldly and arbitrarily
modif[ied] the work of the Club of Rome" into a "Sinified cybernetics of
population" after encountering it at the 1978 IFAC World Congress in
Helsinki. Without that middle note, the Liang and Forrester notes are two
factually true but topically separate accounts — one of a Chinese
demographer's causal audit of a 1980 policy credit claim, one of an American
engineer's own account of convening a 1970 modeling conference — that share
vocabulary (population, projections, "scientific," 1978) without directly
informing each other. The high embedding similarity is not a false friend in
the sense of being topically unrelated; it is a same-story, different-facet
resemblance that requires the third note to become a real argument.

## Claim: Liang's own essay, read independently of Greenhalgh, corroborates that Song Jian's population-forecasting method arrived from a 1978 academic trip to Europe

Liang's essay, in a passage naming and dismissing what he calls the "Song
Jian account" (「宋健說」) of the one-child policy's origin, writes — in the
original PDF text, split across the source document's two-column layout and
here verified in verbatim segments via `quote_check` against the extracted
primary text (each segment independently grounded; the segment boundaries
below mark where the source PDF's column layout breaks the sentence in
extraction, not an edit to the wording) — that Song Jian "是個異數" ("is an
anomaly" to the demography field), and that "1978年，在一" / "次赴歐洲的學術
訪問中，東道主向宋" / "健等客人提供了不少用控制論和系統" / "工程方法預測人口
的資料" — translation for this capture, not independently cross-checked
against a published English rendering: "In 1978, during an academic visit to
Europe, the host provided Song Jian and other guests with a substantial
amount of material using cybernetics [control theory] and systems-engineering
methods to forecast population. Before this, Song Jian and his fellow
engineers — who worked on rocket launches and orbital trajectory design —
had never heard that cybernetics and systems-engineering methods could also
be used for population forecasting."

This is, independently of [[claim-song-jian-missile-scientist-engineered-one-child-policy-via-cybernetics-of-population|Greenhalgh's]]
account, the same underlying fact from the opposite side of the historiographical
dispute: even the scholar most committed to denying Song's *causal* role
does not dispute that Song's *method* was foreign-derived and arrived via a
1978 trip abroad. Liang's essay does not name the country, city, or
conference — "赴歐洲" ("visit to Europe") is as specific as the primary text
gets — so this corroborates the year and the general fact of a foreign
cybernetics/systems-engineering exposure, but does not itself confirm that
the trip was the IFAC World Congress in Helsinki specifically. That
identification still rests on Greenhalgh (Tier 1) via Song's own 1978
biography (Tier 4, per the existing note).

## Claim: IFAC's own institutional record confirms the 1978 Helsinki congress existed, upgrading a fact the vault had only sourced to Wikipedia

The existing vault claim that Song's encounter with Club-of-Rome cybernetics
happened "at the 1978 IFAC World Congress in Helsinki" was sourced only to
Tier-4 Wikipedia biography. IFAC's own institutional website — directly
archived this session, not a mirror — confirms, in its official list of past
congresses: "7th Congress, 1978: Helsinki (FI)." This is Tier 1 (an
organization's own record of its own conference) and upgrades the year and
location of the mediating fact beyond an encyclopedia citation, per the
vault's practice of citing the original venue rather than a tertiary mirror.
The precise day-range of the congress (a June 12–16 date range appears in
search-result metadata for the congress's Elsevier-hosted proceedings volume
title) could **not** be independently verified — `archive_page` and
`WebFetch` both returned HTTP 403 Forbidden against the ScienceDirect page on
two separate attempts — so that specific date range is recorded here only as
`[unverified-quant — needs primary]`, sourced to a search-result snippet, not
a fetched document, and is not used to support any dated claim in this
capture.

## Claim: the two notes describe compatible, not contradictory, facts — a real scientific pedigree without a real causal credit

Taken together, the two named notes and this session's new finding describe
two different, non-conflicting questions about the same actor. Where Song
Jian's *method* came from is not in dispute and is now doubly corroborated —
once by Greenhalgh's scholarly account and once by Liang's own primary
text — as a foreign cybernetics/systems-engineering tradition encountered in
1978, the same lineage [[claim-forrester-1970-club-of-rome-conference-produced-world-dynamics|Jay
Forrester's 1970 MIT conference]] set in motion eight years earlier. Whether
that method *caused* the one-child policy is a separate question, and on
that question Liang's essay is unambiguous: the policy's political origin —
the State Council Family Planning Leading Group's 26–28 June 1978
"three-day meeting" — predates Song's public emergence with quantified
projections (February 1980) by roughly twenty months, making the causal
story run backwards regardless of how legitimate Song's borrowed toolkit
was. The bridge between the two seed notes is therefore genuine: both are
true, sourced, and about the same episode, but they answer different halves
of it — one traces where the "scientific" authority came from, the other
shows that authority's output arrived too late to have done what it was
later credited with doing. Neither note needs revision; they were simply
unlinked pieces of one argument.
