This capture directly answers the open question raised in
question-verify-moniac-cost-and-accuracy-figures, which flagged two
figures in claim-phillips-moniac-hydraulic-economic-computer-1949 —
the ~£400 build cost and the ~2% accuracy claim — as
[unverified-quant] because both rested only on the Tier-4 Wikipedia
article Phillips Machine. The task was to locate Phillips's own 1950
Economica account and the historical literature it spawned, and check
whether either figure holds up.
Three primary/near-primary sources were read in full this session: A. W. Phillips's own 1950 paper; Nicholas Barr's 1988 LSE Quarterly history of the machine (which quotes verbatim from LSE's internal 1949–50 correspondence — Meade's memos, Phillips's own letters); and Doron Swade's 1995 Resurrection (Computer Conservation Society bulletin) account, written as Senior Curator of Computing at the Science Museum. The answer that emerges is not a clean confirm/deny: the accuracy figure is confirmed wrong (the primary source says ±4%, not ~2%), and the £400 figure is real but misattributed — it describes a different machine's budget line than the one it's usually pinned to.

Barr's account, drawing on LSE's institutional archives and James Meade's personal papers, states that after finishing his degree in summer 1949, Phillips "received the Leeds advance of £100 (about £1250 at today's prices), bought a number of perspex tubes and valves" and built the first prototype in the Langleys' garage in Croydon — funded by £100, not £400. The £400 figure appears later in the same record, in a different context: a 7 December 1949 letter from James Meade proposing how LSE (not Leeds) would pay Phillips to build a second, improved machine for the School in 1950: "the total cost of the machine not to exceed £700 ... This would allow £300 for Mr Phillips' salary for six months plus £400 for the cost to him of getting the machine made." Barr further notes that the engineering firm actually contracted to build that second machine, White-Ellerton Ltd, "was to be paid £400 ... to cover the cost of materials and his own time."
