up against a primary record. It does not, cleanly. Nestor, Inc.'s own SEC
Form 10-K annual reports (fiscal years 1996 and 1997, the earliest Nestor
filings available on EDGAR — electronic filing was not mandatory until the
mid-1990s, so no earlier 10-K for the actual 1990–1993 contract years is
retrievable this way) describe the same two defense contracts in detail, with
different dollar figures than the trade-press retelling in
[[claim-ni1000-neural-chip-funded-by-darpa-and-onr]]. Both filings were
fetched and read directly (not via a search-summary layer); `sec.gov` 403'd
every direct tool route this session (`archive_page`, `extract_pdf`, and
`WebFetch` all failed with HTTP 403 — apparently a blanket block on
non-browser user agents, the same failure pattern already logged for
`rand.org` and `ethw.org` in `00-meta/specs/sources.md`), so both filings were
recovered via a Google Translate proxy of the exact EDGAR URL

Nestor's FY1996 and FY1997 Form 10-K filings — identical in substance on this
point — state that the DARPA development contract was "increase[d]... to
approximately $1,630,000" in April 1992, and that a separate contract "between
the Company and Office of Naval Research and administered by the Advanced
Projects Research Agency of the Department of Defense ('ARPA')," dated August
26, 1993, had a "total value... [of] $776,167." Neither figure matches the
trade-press pairing of "$1.2m from DARPA, $400,000 from... ONR" reported by
Tech Monitor and *Dr. Dobb's Journal* and carried (flagged
`[unverified-quant]`) in [[claim-ni1000-neural-chip-funded-by-darpa-and-onr]].
This is a contradiction finding, not a confirmation: the two Tier-3 trade
retellings and the Tier-1 primary filing disagree on both dollar amounts. Per
the vault's compiled-series convention (where a compilation and a
contemporaneous primary disagree, the primary wins and the disagreement is
itself a note), the SEC figures should supersede the trade-press figures on

DARPA. The total cost to the Company of the subcontract with Intel is
$750,000. On April 30, 1992, the cost of the subcontract was increased to

the Company entered into a follow-on program with ARPA (formerly known as

- The FY1996 10-K never states the DARPA contract's *original* 1990 value — only that it was "increase[d]... to approximately $1,630,000" in 1992.
