`10-inbox/raw/` was searched for any existing capture mentioning both
[[claim-liang-2009-essay-corroborates-song-jian-1978-foreign-cybernetics-exposure]]
and
[[claim-greenhalgh-2003-article-independently-corroborates-june-1978-leading-group-meeting]]
by slug. No capture mentions both. Several sibling captures investigate
adjacent pairings in the same Liang/Greenhalgh cluster —

the June-1978-meeting passage this capture's second seed note rests on —
but none holds this specific pair. This is the first capture to hold both
named notes side by side.

**Verdict: the bridge is real, and stronger than a shared-source
coincidence.** Both PDFs were re-fetched this session via `extract_pdf`;
both sha256 hashes are unchanged from the vault's existing citations
(`f3246c89…`, `3a422a4b…`), both TLS-verified. Read in full, each of the
**two rival historians' own single essays** — not just Greenhalgh's, as a
narrower reading might suggest — independently contains **both** of the
two facts the seed notes separately corroborate: the June 1978
leading-group meeting, and Song Jian's 1978 foreign encounter with
population cybernetics. The cosine score is not tracking two unrelated
facts that happen to share a year; it is tracking two facts that sit, a
few pages apart, inside *each* of the two documents this cluster's notes
draw on, because both facts are the live data points in the same
"who gets credit" dispute both authors are litigating.

## Claim: both seed facts are independently present in *both* primary documents, not just the one each note cites

session, contains the June-1978-meeting account

recorded]]) in its §一 (pp. 65-66) *and* the "宋健說" ("Song Jian theory")
account of Song's foreign-cybernetics exposure in its §三 (pp. 68-69),
introduced there as one of three rival theories of who holds the "一胎化"
policy's "發明權" (invention rights): "其三是「宋健說」。對於人口學界來說，
宋健是個異數。1978年，在一次赴歐洲的學術訪問中，東道主向宋健等客人提供了
不少用控制論和系統工程方法預測人口的資料" (this quote, and its sha256,

[[entity-susan-greenhalgh|Susan Greenhalgh]]'s 2003 PDR article,
re-extracted this session (sha256 `3a422a4b…`, tls verified, unchanged),
likewise contains both facts: the June-1978-meeting quote
([[claim-greenhalgh-2003-article-independently-corroborates-june-1978-leading-group-meeting|already
recorded]], p. 185) and, fifteen printed pages earlier at p. 170, in a
different section on the scientific/intellectual origin of the Song
group's method: "The group's leader, Song Jian, got the idea for this
project on a delegation visit to Europe in 1978" — directly read and
`quote_check`-confirmed (grounded: true) against the fresh extraction —
immediately preceding the block quotation, already in the vault at
[[observation-song-jian-1978-self-report-predates-olsder-account]], in
which Song's own 1986 essay dates the same encounter to "a visit to
Europe in 1978."

Neither historian is citing the other's account of these facts — Liang's
essay names no Western source for the "宋健說" narrative, and Greenhalgh's
citation for the June-1978 meeting is "Li 1980," not Liang. Each author
independently arrived at, and reports, the same pair of 1978 facts.

## Claim: the two authors use the same two facts for opposite arguments, and only one of them explicitly joins them into a single argument

[[entity-liang-zhongtang|Liang]]'s essay places the two facts in direct
service of one causal argument, in the same section (§三, pp. 68-71):
having presented the "宋健說" account, he writes — quote carried forward
unchanged from

re-verified this session against the unchanged-sha extraction — "從時間上
講，「一胎化」政策的產生與宋健的「科學預測」沒有甚麼聯繫。「一胎化」政策最早

[[entity-susan-greenhalgh|Greenhalgh]] does the reverse: her June-1978
passage sits in a section ("The policy impact of the control theorists,"
pp. 184-186) that explicitly weighs "the extent of their influence
relative to that of China's political leaders," concedes "top leaders and
population policymakers were moving toward adoption of a policy
encouraging one-child families" from mid-1978, and still concludes
"without doubt it was the Song group's work... that injected a sense of
urgency into the policymaking process and changed minds" — narrowing, not
abandoning, the causal-credit thesis that

2005 China Quarterly companion piece]] states in stronger form. She never
juxtaposes the June-1978 meeting against Song's own 1978 Europe trip the

## Claim: this is the third instance of a "shared landlord, not shared argument" resolution in this cluster, and the first symmetric one

Two existing vault notes already resolved a high-cosine Liang/Greenhalgh
pairing the same way:

2003 article). Both precedents locate the shared material in a single
document. This pairing is the first where the shared material is
confirmed present in **both** documents independently — Liang's essay
holds both facts as much as Greenhalgh's does. The recurring shape
across all three resolutions is structural, not coincidental: this
cluster's notes are drawn from a small, fixed set of primary documents
(chiefly this Liang essay and this Greenhalgh article) that between them
cover the same short list of contested 1978 events, so most high-cosine
pairings within the cluster will keep resolving to "shared document(s),
independent facts" rather than either a false friend or a directly
reinforcing pair.

- Liang's essay names "栗秀珍" (Li/Su Xiuzhen?) as deputy head of the
  State Council family-planning leading group and its office director,
  present and visibly pleased at the 1979 Chengdu conference
  (「當時，坐在大會主席台的國務院計劃生育領導小組副組長兼辦公室主任栗秀珍
  用一種欣喜的表情傾聽和關注著李廣元的發言」) — a name close enough to
  "Li Xiuzhen," the author Greenhalgh cites as "Li 1980" for the
  June-1978-meeting formula, that the two could be the same person under
  an OCR-ambiguous surname (栗 vs 李 are visually similar in some fonts).
