*same three-sentence paragraph*, on the same page (p. 185), inside the
section "The policy impact of the control theorists." The
inverted-position observation's source quote ("Much evidence suggests that
between mid-1978 and mid-1979...") is the paragraph's topic sentence; the
June-1978-corroboration claim's source quote ("At its first meeting in June
1978... [Li 1980: 5]") is that same paragraph's very next two sentences.

following a paragraph break ("Yet in the summer of 1979, instead of
codifying the policy as a national rule..."). That note's own ellipsis
marks a gap, but the gap it elides is precisely the June-1978 leading-group
sentence and its "Li 1980: 5" citation. So the claim-note's framing — "a
citation neither existing note reads" — holds exactly at the level of the
specific citation: no prior vault note had quoted or read the June-1978
sentence or chased "Li 1980: 5" into the reference list, even though a
prior note had already mapped the paragraph containing it into the
