## Bridge-seed discipline check

A search of `10-inbox/raw/` for a capture mentioning both
`rhw-docsub-gates-jevons` and `olsder-greenhalgh-2003-narrative-structure`
found no sibling session — this pairing has not been investigated before.
This capture is original work, applying the same discriminating tests the
vault has already established for exactly this genre of question (does a
cosine-flagged pairing between two of the vault's own *verdict notes*
survive direct comparison?).

## Claim: the pairing is an embedding false friend — a recursion-level mismatch, not a bridge

Both notes are Tier-1, vault-internal sources (each is itself already
Tier-1-sourced in its own frontmatter against primary documents — Werbos's
own history for the RHW/DOCSUB seed, Greenhalgh's 2003 PDR article read
directly via `extract_pdf` for the Olsder-Greenhalgh seed). Comparing them
directly finds they sit at different **recursion levels** in the vault's

each of which is itself a verdict about a separate cosine-flagged pairing of
claim-notes. The note's own text calls it "a second bipartite hop one level
above subject matter."

is a **first-order hop**: it compares two raw *claim* notes directly —

takes as one of its two *inputs*, not at the level of RHW/DOCSUB-Gates-Jevons
itself.

Comparing a level-2 note to a level-1 note is the identical structural

meta-pairings generalizes.

## Claim: their grounding is not merely non-convergent — it runs in opposite directions

The vault's established second test for a meta-pairing is grounding
convergence: do the two notes' verdicts rest on the same underlying
document? Here the two notes are not just ungrounded in the same source —
they occupy opposite positions on the one shared candidate grounding
document, [[claim-cosine-similarity-of-embeddings-can-be-arbitrary]] (Steck,
Ekanadham & Kallus, WWW 2024, on cosine arbitrariness).

Olsder-Greenhalgh explicitly wikilinks that claim as the mechanism
explaining its own false-friend verdict: "the kind of surface signal cosine
similarity is well-suited to detect

shared referent underneath." Its diagnosis converges cleanly on the Steck

RHW/DOCSUB-Gates-Jevons's entire "hedged" verdict, by contrast, is that one
of *its own two inputs* fails to reach that same grounding: "RHW/DOCSUB

grounding is entirely internal Werbos-history legwork." The note's whole
finding is that the earlier clean bridge

history. Olsder-Greenhalgh concerns Song Jian's China delegation, Susan
Greenhalgh's 2003/2005 demographic-policy scholarship, Huibert Kwakernaak's
1977 control-theory paper, and Liang Zhongtang — Dutch-Chinese population-
policy history. No entity, document, or dateline recurs across the two.

The only surface overlap is a generic title template shared across this
entire genre of note ("The cosine[-N] pairing between [A] and [B] is a
[verdict]"), which the vault has already identified, in
[[observation-kelly-luccioni-puckette-petiska-meta-pairing-is-embedding-false-friend]],
as exactly the kind of surface signal that produces a high cosine score
without a real underlying connection: "shared vocabulary... is the kind of
surface signal cosine similarity is well-suited to detect... without a
shared referent underneath." RHW/DOCSUB-Gates-Jevons's own body does not
reuse the "dissolve" operative verb or the "no wikilink was added" closing
line that mark this genre's genuine same-species bridges (contrast

where that literal-phrase overlap is the evidence for a confirmed bridge) —
those phrases belong to RHW/DOCSUB-Gates-Jevons's two *input* notes, not to
