— was located this session on *Renkou Yanjiu*'s own current website
(rkyj.ruc.edu.cn) and read directly, both as a full PDF (pp. 3-5) and via
the journal's own abstract/citation page. The PDF is a scanned,
multi-column 1980 original; `pdftotext` extraction preserves the Chinese
characters and their order faithfully but loses most punctuation and some
numerals (the specific day/month of the leading-group meeting she
references did not survive extraction). Quotes below restore standard
punctuation for readability; no characters were added, removed, or
reordered.

Editorial note on the article itself: it is not a freestanding essay but
the transcript of a closing speech — "在第二次全国人口理论科学讨论会闭幕会上的讲话"
("Speech at the Closing Session of the Second National Symposium on
Population Theory") — delivered by 栗秀真, described in the journal's own
records only by name, at the same December 1979 Chengdu symposium where,
per [[entity-susan-greenhalgh|Greenhalgh]]'s 2005 account, Song Jian's
group first presented their population projections to a national
population-specialist audience.

age-structure analysis at a leading-group meeting "the previous year"
(exact month not recoverable from this extraction) showed a birth peak
still coming, so "adjustment had to be made to the number of births
permitted, and the recommendation of 'best to have one, at most two, with
third births strictly controlled' was put forward, and approved by the
Central Committee and the State Council" (因此，在生育的胎数上必须进行调整，提出最好生一个、
最多两个、严格控制三胎的意见，并经中央和国务院批准). This is the same fact,
formula, and approval chain [[entity-susan-greenhalgh|Greenhalgh]]'s 2003
article cites to "Li 1980: 5" — now independently confirmed against Li
Xiuzhen's own words rather than Greenhalgh's paraphrase of them. Critically,
the very next sentence in Li's speech describes what followed the approval
not as a launch but as a further open question: "we subsequently
commissioned several provinces and cities to survey the proportion of
couples of childbearing age willing to have only one child" (随后我们委托几个
省市进行调查育龄夫妇中自愿生一胎的比例). Eighteen months after the approval, in
her own contemporaneous telling, the recommendation's real-world uptake was
still being measured province by province, not treated as an accomplished
national policy.

birth-planning work"), Li Xiuzhen gives her own summary assessment: "I
think it can be summarized as: the situation is excellent, the problems
are many, the tasks are arduous, the future is bright" (我认为是可以概括为：
形势大好，问题不少，任务艰巨，前途光明) — a standard four-part Party assessment
formula for work-in-progress. This sentence follows directly from her
discussion of the "one best, two at most" recommendation (Claim 1, above)
and covers the whole of birth-planning work, not a separate topic. A
contemporaneous author summarizing her own portfolio as having "arduous
tasks" ahead and merely a "bright future" — rather than describing the
recommendation as a completed, self-sufficient policy — is evidence against
reading June-1978-era developments as already "the one-child policy" in
the sense either [[entity-martin-king-whyte|Whyte, Wang & Cai]]/Greenhalgh
(anchored to 1980) or [[entity-liang-zhongtang|Liang Zhongtang]] (anchored
to June 1978 as 始作俑者, "instigator") use the term — Li's own framing sits
closer to "underway" than to either camp's retrospective certainty.
Directly relevant to

is the contemporaneous data point that essay had flagged as missing.

## Claim: The journal's own byline spells the author's surname 栗 (Lì), not 李 (Lǐ) — the vault's "Li Xiuzhen" may be a transliteration conflation

Both the article's PDF and the journal's citation-metadata page (including
the `citation_authors` HTML meta tag, a machine-readable field unlikely to
carry a simple display typo) give the author's name as 栗秀真, surname 栗
(Lì) — not 李秀珍 (Lǐ Xiùzhēn), the spelling in
[[entity-susan-greenhalgh|Greenhalgh]]'s citations and in the vault's own
[[entity-li-xiuzhen]] page. [[entity-liang-zhongtang|Liang Zhongtang]]'s
2009 essay independently names the same official — "國務院計劃生育領導小組副組長
兼辦公室主任栗秀珍" ("Deputy Head of the State Council Family Planning Leading
Group and Director of its Office, 栗秀珍") — also with the surname 栗, though
spelled with a different given-name character (珍 vs the journal's 真; both
read *zhēn*, a plausible OCR or typesetting variant of one name rather than
two different people, given the matching title and Leading Group role).
Both independent sources — the journal itself and Liang's essay — agree on
栗, disagreeing only with Greenhalgh's (and the vault's) 李. Since 李 (Lǐ)
and 栗 (Lì) romanize identically as "Li" without tone marks, this reads as
a plausible transliteration conflation in Western secondary literature
rather than two different officials.
