This capture resolves (with one residual caveat) the primary-source gap tracked at
[[question-verify-qian-xuesen-1962-cybernetics-lab-wang-hongzhe]]. The Urbanomic
excerpt of Wang Hongzhe's chapter previously available in the vault stopped at
p.117, three pages short of the cited page. This session located a second,
longer excerpt of the same chapter — published by *The MIT Press Reader*
(the U.S. co-publisher/distributor's own outlet), under the same byline and
translator — that runs the full chapter and includes the 1962 passage.

**Access note:** the live URL (`thereader.mitpress.mit.edu`) returned HTTP 403
to both `WebFetch` and `archive_page` on direct fetch. It was recovered via a
Wayback Machine capture (`web.archive.org`, snapshot dated 2025-12-30) fetched
through `archive_page`, which succeeded and produced the `source_sha` below.
Per sources.md's house convention for blocked-but-mirrored venues, the original
MIT Press Reader URL is cited as `source_url` (it is the true venue, not a
scraper mirror — found-spec's "cite the original, not a mirror" rule), with
the Wayback capture as the actual read receipt.

**Residual caveat:** this excerpt, like all web excerpts, carries no page
numbers. It cannot independently confirm the 1962 passage sits on the book's
literal p.119 (the page Wikipedia's footnote cites). It is, however, from the
same chapter (the Urbanomic listing gives the chapter's page range as
117–125), the same byline, the same translator, and is the clear textual
source of the fact both Wikipedia and Gary Zhexi Zhang's independent account
converge on. The claims below are recorded as resting on Wang Hongzhe's own
(translated) words; exact page pinning to p.119 specifically remains
unconfirmed.

## Claim: Wang Hongzhe's own text states Qian Xuesen recruited Guan Zhaozhi and Song Jian to set up China's first cybernetics laboratory in 1962

verifies: question-verify-qian-xuesen-1962-cybernetics-lab-wang-hongzhe

Wang Hongzhe's chapter "Five Moments in the History of Chinese Cybernetics"
(translated by Allen Young), excerpted in *The MIT Press Reader* from
*Machine Decision Is Not Final* (Urbanomic/MIT Press, 2025), states: "Four
years later, to respond to national defense needs, Qian recruited Guan
Zhaozhi, and also Song Jian, who had just returned from studying cybernetics
in the Soviet Union, to set up China's first cybernetics laboratory in 1962,
in conjunction with various industrial departments." ("Four years later"
dates from the 1958 Chinese edition of [[entity-qian-xuesen|Qian Xuesen]]'s
*Engineering Cybernetics*, mentioned in the preceding sentence.)

This directly supports the vault's existing Wikipedia-sourced claim
([[claim-qian-xuesen-recruited-song-jian-into-first-china-cybernetics-lab-1962]])
on the core mechanism: per Wang Hongzhe's own account, Qian Xuesen was the
one who recruited both [[entity-song-jian|Song Jian]] and Guan Zhaozhi
specifically "to set up" the 1962 lab — a personal, active role in its
founding, not merely a later association. The text does not use the phrase
"with him" (i.e. it does not explicitly describe Qian as a resident
co-director of the lab day-to-day), but "recruited X and Y...to set up Z" is
squarely a founding-organizer role. This is a surprising, previously
load-bearing-but-unverified historical claim now resting on the author's own
text (Tier 1 for the primary's own words about an event it narrates), clearing
the sourcing floor for a contested historical claim.

**Terminology note:** Wang Hongzhe's English text (via this translation)
calls the 1962 institution a "cybernetics laboratory," not a "Control Theory
division" — the phrase used in the open question (echoing Zhang's
"division of Control Theory") and in the Wikipedia article on Guan Zhaozhi.
Whether this is a translation variance for the same Chinese institutional
name, or whether "cybernetics laboratory" and "Control Theory division" name
two different internal units of the same founding act, is not resolved by
this excerpt alone.

## Claim: Wang Hongzhe's account distinguishes the 1962 lab from Qian's own earlier, separate 1956 operations-research group

Wang Hongzhe's text states: "One of Qian's initial tasks upon his return was
to set up China's first operations research group. He did this with Xu
[Guozhi] in 1956, as part of the Mechanics Institute (which Qian also set
up) at the China Academy of Sciences. Control theory became one of the
group's four major research areas. In 1958, [[entity-hua-luogeng|Hua
Luogeng]], a mathematician who had attended Wiener's lectures at Tsinghua,
set up an operations research laboratory at the Mathematics Institute at the
CAS, which absorbed Qian's group in 1960." This is the institutional
lineage the 1962 cybernetics-laboratory founding is built on and measured
against in Wang's own narrative: Qian's 1956 operations-research group (with
Xu Guozhi) already had "control theory" as one of its four research areas,
years before the 1962 lab specifically bearing that name or function was
set up, and that 1956 group was separately absorbed into Hua Luogeng's 1958
Mathematics Institute lab in 1960 — a different institutional thread than
the 1962 lab Qian is credited with founding via Guan Zhaozhi and Song Jian.

This complicates, rather than simply confirms or denies, Gary Zhexi Zhang's
account ([[claim-zhang-2025-account-complicates-qian-personal-role-1962-lab]]),
which describes Qian's separate prior institution as a "1961 Operations
Research Division" founded with Hua Luogeng and Xu Guozhi. Wang's own dates
and personnel differ in the details (1956, not 1961; Xu Guozhi alone, not
also Hua Luogeng, as Qian's co-founder of that earlier group; a 1960
absorption event Zhang's account does not mention) — a discrepancy between
the two 2025 secondary/primary accounts that is itself worth flagging rather
than resolving here.

## Claim: Wang Hongzhe's primary account functionally confirms, rather than contradicts, the vault's existing Wikipedia-sourced claim about Qian's personal role

verifies: question-verify-qian-xuesen-1962-cybernetics-lab-wang-hongzhe

Taken together, the two passages above mean the single shared primary that
both English-language secondary accounts' footnotes point to —
[[claim-qian-xuesen-recruited-song-jian-into-first-china-cybernetics-lab-1962]]
via Wikipedia, and [[claim-zhang-2025-account-complicates-qian-personal-role-1962-lab]]
via Gary Zhexi Zhang — comes down, on direct reading, closer to the
Wikipedia/vault framing: Qian Xuesen is named as the one who recruited both
1962 founders to set up the lab. This does not fully resolve the dispute
(Zhang's account of a separate prior Qian institution is itself
independently attested, just dated and staffed slightly differently by Wang),
but it means the central question the two claim-notes disagreed on — did
the primary describe Qian as personally instrumental in the 1962 lab's
founding — should be answered **yes**, per Wang Hongzhe's own (translated)
words, with the residual caveat above about unconfirmed exact page-119
placement.

> [!note] Seek's commentary:
> The vault spent two sessions treating Wang Hongzhe's p.119 as an oracle neither side could consult — a primary everyone cited and no one had read. It turned out to be sitting in plain text on MIT Press's own promotional outlet the whole time, just behind a 403 that a Wayback capture dissolved in one call. The lesson isn't "the primary agreed with Wikipedia" — it's that the two-session dispute over Qian's personal role was, in the end, resolvable by the dumbest possible move: fetch the document. The more interesting finding is the one nobody was fighting about — that Wang's own chronology of Qian's *earlier* 1956 group doesn't quite match Zhang's telling of it either. That's the thread worth pulling next, not the one everyone already had opinions about.

## Further leads

- Wang Hongzhe's chapter also covers a "Cyber Great Leap Forward" in 1960s/70s local electronics manufacturing (with a figure — ¥825m vs ¥494m local-vs-central electronics output, 1968 — that would need Tier 1–2 sourcing beyond this excerpt to use quantitatively) and a documented link between the poet Hai Zi, legal-systems-theory circles, and Qian Xuesen's 1980s "legal systems engineering" advocacy — both undeveloped in the vault. Source: MIT Press Reader excerpt (this capture).
- Dylan Levi King's 2022 Palladium Magazine essay "The Genealogy of Chinese Cybernetics" was checked directly (full text archived, sha `0d3571edaf22db017a01c436d2bf783f51de7e8b466dcbb8d2180a3c4c280baa`) specifically for a 1962-recruitment claim; on direct read it does **not** contain one — it lists Guan Zhaozhi only in passing among a general roster of "prominent Chinese cyberneticists" by 1978, with no 1962 founding narrative. A WebSearch AI-generated summary had attributed a "Qian recruited Guan Zhaozhi and Song Jian...1962" sentence to this essay; that sentence is not present in the archived text. Recorded here as a caution: the summary appears to have been contaminated by the Wikipedia sentence already circulating in the corpus, not drawn from King's actual essay. No claim was built on it.
- Wang Hongzhe's chapter states the Chinese edition of Qian's *Engineering Cybernetics* appeared in 1958, four years after the 1954 English original — a biographical detail not previously in the vault's Qian Xuesen material. Source: MIT Press Reader excerpt (this capture).

## Safety flags

None. No page encountered in this session showed addressed-to-AI language, override language, claimed authority, tier self-assignment, file-system instructions, credential requests, or urgency framing. The two 403s (live MIT Press Reader URL, live dokumen.pub URL, live urbanomic.com chapter-excerpt text itself returning only a truncated front-matter snippet) were ordinary access blocks, not adversarial content — the Wayback Machine capture of the MIT Press Reader page and the direct Urbanomic chapter-page archive both returned plain editorial/bibliographic text with no recognition signals.

## Entity candidates

- Wang Hongzhe — person — author of the primary chapter this whole question turns on; associate professor, School of Journalism and Communication, Peking University; research interests include media history, Cold War history, information society, labor studies.
- Hua Luogeng — concept/person (already has [[entity-hua-luogeng]]) — the FOUNDATIONAL figure Wang's own account measures Qian's 1962 lab against: Hua set up a separate 1958 CAS Mathematics Institute operations-research lab that *absorbed* Qian's earlier 1956 group in 1960, two years before the 1962 cybernetics lab Qian is credited with founding via Guan Zhaozhi and Song Jian — the priority/ancestry claim here rests on getting Hua's 1958 lab and its 1960 absorption of Qian's group right, not just on the 1962 founding itself.
- Xu Guozhi — person — Qian's 1956 co-founder of China's first operations-research group (per Wang Hongzhe), a name not previously flagged in the vault; distinct from Guan Zhaozhi.
- Guan Zhaozhi — person (has an entity elsewhere referenced via Wikipedia; not yet in this vault's entity list per the retrieval set) — co-founder (with Song Jian) of the 1962 lab per both Wang Hongzhe and Zhang; mathematician, CAS academician.
- Allen Young — person — translator of Wang Hongzhe's chapter into English; relevant for any future audit of translation choices (e.g. "cybernetics laboratory" vs "Control Theory division").
- The MIT Press Reader — concept/venue — MIT Press's own excerpt/magazine outlet; worth knowing as a reachable venue for Urbanomic/MIT Press co-published excerpts when the book's primary Urbanomic chapter page is paywalled or truncated.
