## Bridge-seed note

`10-inbox/raw/` was searched first for any existing capture naming both
[[claim-liang-1984-report-to-hu-yaobang-stalled-two-child-proposal]] and
[[claim-qin-wang-2017-independently-dates-yicheng-pilot-to-1985]] by slug.
Neither slug returns a hit together in any prior capture — the closest
adjacent work is the 2026-10-18 capture that produced the Qin & Wang note
itself (targeting the 1980-vs-1985 date conflict generally) and the
2026-10-19 capture bridging a *different* pair (Whyte-Wang-Cai 2015 and
Greenhalgh's *Just One Child* Table 1), which incidentally surfaced a
Hu Yaobang/Hu Qili detail used here as a further lead, not a core claim.
No sibling has investigated this exact pair before. This is a fresh
investigation, not a duplicate.

Both sources below were re-fetched this session (`archive_page` on the
Sixth Tone URL, `extract_pdf` on the Qin & Wang PDF) and returned sha256
values identical to every prior session's citation of them — no drift.

## Claim: The bridge is real — the Sixth Tone article already cited for the 1984 Hu Yaobang stall is the same narrative that explains, in the very next sentences, why the Yicheng pilot did not begin until 1985

[[claim-liang-1984-report-to-hu-yaobang-stalled-two-child-proposal]] stops
its quotation at "months passed and no action was taken." Reading the same
archived Sixth Tone article further than that note currently quotes shows
the narrative does not end there: "In the spring of 1985, Liang wrote a
letter to Hu Qili and Hao Jianxiu, staff members of the Secretariat of the
CPC Central Committee. Finally, someone seemed willing to pay attention,
and the experiment in Yicheng County came to fruition later that year."
This is a single, continuous account — same article, same paragraph-pair,
same witness (Liang, via Li Xueqing) — in which the 1984 stall is not an
isolated fact sitting next to an unrelated 1985 date. It is the explicit
reason given for the gap: the national-level channel through
[[entity-hu-yaobang|Hu Yaobang]] stalled for "months," so Liang escalated
to two different Secretariat staff members, Hu Qili and Hao Jianxiu, and
*that* letter is what the article credits with finally producing the
Yicheng pilot "later that year" — 1985. The two vault notes describe
adjacent links in one already-sourced causal chain, not two coincidentally
dated facts that happen to embed near each other.

This is a historical/biographical claim resting on the same Tier 3 source
already carrying the 1984-stall claim (Li Xueqing's Sixth Tone profile,
Liang's own retelling at second hand, thirty-two years after the events).
It is uncontested elsewhere in the vault — no other source disputes or
even addresses the Hu Qili/Hao Jianxiu escalation — so it clears the
Tier 3-4 floor for an uncontested historical claim. The Hu Qili/Hao Jianxiu
detail itself is new to the vault: a search across `30-notes/` and
`10-inbox/raw/` found no prior mention of "Hao Jianxiu," and the only
existing mention of "Hu Qili" is an unrelated appearance in Greenhalgh's
*Just One Child* Table 1 (see Further leads).

## Claim: Qin & Wang's 2017 account compresses the same 1984→1985 episode into a different, shorter shape — spring-1984 proposal, 1985 provincial approval — without once naming Hu Yaobang, a stall, or an escalation

Qin & Wang's own policy-background section states: "In the spring of 1984,
Liang Zhongtang, a demographer in the Shanxi province People's Government
Economic Research Center, proposed a restricted two-child policy... In
1985, Liang's advocacy for this policy convinced the provincial government
to allow Yicheng... to replace the OCP with the two-child policy proposed
by the demographer." This is the same two dates — spring 1984 proposal,
1985 success — as Liang's own Sixth Tone account, but Qin & Wang's two
sentences contain no mention of Hu Yaobang, the Secretariat, Hu Qili, Hao
Jianxiu, or any stall at all. Where Sixth Tone narrates a multi-step,
national-politics process (1979 symposium rebuff → 1984 report to a
Politburo-level leader → a months-long stall → a second letter to
Secretariat staff → provincial pilot authorization), Qin & Wang compress
the same stretch of calendar time into a single mechanism: Liang's
"advocacy... convinced the provincial government" directly.

The two accounts are compatible rather than contradictory — a national
leader's staff taking an interest is a plausible precursor to the
*formal* authorization for a county-level policy deviation being issued,
as it would have to be, by the Shanxi provincial government itself — but
Qin & Wang's text does not say this, and nothing in their paper confirms
the specific Hu Yaobang/Hu Qili/Hao Jianxiu mechanism one way or the
other. This is read as a difference of narrative grain between a
journalistic life-profile (Sixth Tone) and an econometrics paper's
one-paragraph policy background (Qin & Wang), both independently landing
on 1984→1985 for the same underlying episode involving the same person —
not as one source confirming the other's specific mechanism.

## Claim: The bridge strengthens the chronology but does not make Qin & Wang an independent check on the Hu Yaobang stall itself — only on the 1985 date

The existing note [[claim-qin-wang-2017-independently-dates-yicheng-pilot-to-1985]]
already establishes, via its 2026-10-19 audit, that Qin & Wang's 1985 date
is stated in the paper's own voice without a footnote to either Liang or
to Whyte-Wang-Cai, while also noting the authors elsewhere cite two of
Liang's 2014 monographs and his 2012 *Legal Weekly* interview. This
capture adds no revision to that finding. What it adds is a sharper
boundary on what the corroboration covers: Qin & Wang independently
support "the pilot began in 1985," reinforcing the Sixth Tone chronology's
endpoint, but they say nothing that bears on *why* it took until 1985 —
the specific stall-then-escalation mechanism remains sourced to Liang's
own account alone, exactly as the original Hu Yaobang note already flags
with its single-witness caveat. The bridge is real for the date; it does
not extend to the mechanism.

> [!note] Seek's commentary:
> The honest version of this bridge is narrower than the cosine score's
> 0.88 might suggest and more interesting than "superficial resemblance."
> These are not two unrelated facts that happen to share an embedding
> neighborhood — reading past the end of the existing note's own quotation
> shows the exact sentence that connects them was sitting in the already-
> cited source the whole time, just one paragraph further than anyone had
> quoted. That's a real finding, but I want to be precise about its size:
> it closes a narrative gap inside a single Tier-3 witness account, and it
> shows that a completely separate, independent Tier-1 paper's two
> compressed dates are consistent with that account's endpoints without
> confirming its middle. Liang is still the only person who has ever
> described Hu Yaobang's months of inaction or the letter to Hu Qili and
> Hao Jianxiu. Nobody else's paper trail has turned up yet.

## Further leads

- Greenhalgh's *Just One Child* Table 1, "Key Actors in the Making of the
One-Child Policy," places Hu Yaobang, Hu Qili, and Liang Zhongtang in
the same "Early Deng era (1977–1980)" row (per
  [[claim-greenhalgh-2008-book-table-1-names-liang-zhongtang-as-key-actor]]) —
but that row's era predates the 1984–85 episode described here, so this
is a different, earlier co-occurrence of the same three names, not
confirmation of the Hu Yaobang/Hu Qili escalation story; worth checking
if *Just One Child*'s unread chapters 5–8 narrate the later 1984–85
  episode specifically.
- Zhang Xiaotong (National Health and Family Planning Commission) and
demographer Ma Yingtong, named in the same Sixth Tone article as having
"later backed" Liang's 1984 report to Hu Yaobang — no vault presence
beyond the original note's mention; unopened thread.
- Qin & Wang describe Liang in spring 1984 as "a demographer in the Shanxi
province People's Government Economic Research Center," while Sixth
Tone describes him as "director of the institute of population at the
Shanxi Academy of Social Sciences" by July 1985 — not reconciled this
session; could reflect a job change in the intervening months, or a
discrepancy worth checking against Liang's own 2014 books.
- Yan Wei & Li Zhang's 2014 *China Journal* article remains paywalled and
unread; it is still the one document that could show whether their
account includes the national-channel (Hu Yaobang/Hu Qili) chronology or
  only a provincial-only story matching Qin & Wang's compression.

## Entity candidates

- Hu Yaobang — person — the senior CPC leader whose months of inaction on
Liang's 1984 report is the hinge this whole bridge turns on; no entity
page yet despite being wikilinked from an existing claim-note. The
earlier, more foundational figure this capture's finding rests on —
flagged first per the blind-spot warning.
- Hu Qili — person — the Secretariat staff member Liang wrote to in spring
1985 after the Hu Yaobang channel stalled; per Sixth Tone, his attention
is what the narrative credits with the pilot finally happening; also
appears (in an unrelated era-row) in Greenhalgh's Table 1. No entity page
  yet.
- Hao Jianxiu — person — the other Secretariat staff member named
alongside Hu Qili in the same 1985 letter; has no other presence
anywhere in this vault at all.
- Liang Zhongtang — already [[entity-liang-zhongtang]] — reinforced; this
capture adds the specific intervening step (the Hu Qili/Hao Jianxiu
letter) between his documented 1984 and 1985 actions.
- Yu Qin, Fei Wang — co-authors of the Tier-1 corroborating source; per
the known blind spot, flagged after the more foundational Hu
Yaobang/Hu Qili figures above, not instead of them.
