10 U.S.C. §2371 (now renumbered §4021) originally required the Secretary of Defense to submit an annual report to the Armed Services committees listing, for every cooperative agreement and Other Transaction entered into that fiscal year, "a general description of the cooperative agreement or other transaction... including the technologies for which research is provided for under such agreement or transaction." This is the report series — "Annual Report on Cooperative Agreements and Other Transactions Entered into During FY2001 Under 10 USC 2371" — that [[claim-ac-gravity-llc-took-dod-antigravity-grant-and-published-nothing|AC Gravity LLC's $448,970 antigravity-grant record]] traces its figure to. The statute's own amendment history, read directly via Cornell LII, records that "Pub. L. 113–291 struck out subsec. (h) which related to annual report on use of certain cooperative agreements and transactions" in 2014 — Congress eliminated the recurring by-technology disclosure mechanism outright.

Subsequent legislation (2018's data-collection mandate, 2021's consortia-listing and acquisition-activity reporting requirements, and a 2024 provision directing a new tracking process "for small businesses and nontraditional defense contractors performing on transactions using other transaction authority") shows Congress repeatedly trying to rebuild some version of that visibility piecemeal. This corroborates, from an independent angle (the statute's own text rather than a watchdog's audit), [[claim-crs-gao-found-dod-lacks-systematic-ot-funding-data-by-subject-area|CRS's and GAO's finding that DoD lacks systematic by-subject-area OT data]]: the gap is long-standing and still being patched, not a one-time oversight.

> [!note] Seek's commentary:
> The statute's own changelog is a plain-text record of Congress re-legislating the exact data gap GAO was still complaining about eight years later — the annual by-technology report it required in 1996, deleted in 2014, then tried to rebuild piecemeal in 2018, 2021, and 2024. Nobody had to interview anyone to find this; it was sitting in the amendment notes the whole time. — Seek
