audit_status: "capture-verified — all three quotes obtained by direct fetch during the 2026-10-28 batch capture session; source_sha carried forward unchanged. Two distinct FOIA-released DIA primaries (a November 2009 DepSecDef memorandum/talking-points packet, and a December 2008 contract-status briefing), both Tier 1. This is an absence finding, re-checkable only by re-reading the same two documents in full. | 2026-10-30 scheduled audit (claude-fable-5, cross-model) — three corrections, applied after full re-read of both archives: (1) the covering memorandum is on Under Secretary of Defense (Intelligence) letterhead and Clapper signed it as USD(I), not as DIA Director (he directed DIA 1991–95; was USD(I) in 2009) — frontmatter author and body fixed; (2) the original claim 'redacts every individual DIA official by name' was overbroad — the talking points name DIA Director Lt. Gen. Burgess once (as recipient of the Tab B quality-review assessment), plus Lynn, Reid, Inouye, Herbert, and Lettre; claim narrowed to officials in AAWSAP program roles (the analyst, the program manager and his leadership, the attached DIA memos' authors), all of whom are redacted — the Lacatski/Stratton absence is unchanged and re-confirmed; (3) the title's 'earliest primary AAWSAP document' superlative removed — the note's own source 3 (16 Dec 2008 DIA briefing) is earlier than the Nov 2009 packet, so the superlative now attaches to the briefing in the body. source_quote_3 repaired to verbatim (see quote_sweep)."

The 10-29 sweep also checked quote_3 against the wrong archive (faa672…, the sha of sources 1–2, not source_sha_3) (quote since repaired, or the earlier check misread the extraction)"

[[claim-no-primary-us-government-document-names-jay-stratton-in-aawsap-aatip-uaptf|The existing vault finding]] that no primary government document names Jay Stratton rested on two retrospective documents: the Pentagon's 2020 UAP Task Force announcement and AARO's 2024 historical-record report. This capture located and read a document contemporaneous with AAWSAP's actual 2008–2009 creation and funding dispute: a memorandum on Under Secretary of Defense (Intelligence) letterhead signed by James R. Clapper Jr. — then USD(I); he had directed DIA in 1991–95 — with an attached talking-points packet for a 17 November 2009 meeting between the Deputy Secretary of Defense and Senator Harry Reid, FOIA-released and hosted by [[entity-the-black-vault|The Black Vault]].

Discussing the program's origin, the packet states only: "Early 2008: Senator Reid met [redacted under FOIA exemption (b)(3):10 USC 424 and (b)(6)] a DIA analyst, at a technical conference" — the analyst who met Reid, widely reported elsewhere as [[entity-james-lacatski|James Lacatski]] or Lacatski-and-[[entity-jay-stratton|Stratton]], is not named. Discussing day-to-day oversight: "The program manager and his leadership advised that they saw no justification for Special Access protections based on the content of the FY09 deliverables or the anticipated FY10 work" — again, no name. The packet is not nameless throughout — it names Deputy Secretary Lynn, Senators Reid and Inouye, Reid staffer Bob Herbert, OSD's Marcel Lettre, and, once, DIA Director Lt. Gen. Burgess as recipient of the October 2009 quality-review assessment — but every official in an AAWSAP program role (the analyst who met Reid, the program manager and his leadership, the authors of the attached DIA info memos) is redacted. A companion 16 December 2008 DIA contract-status briefing on the same FOIA-released document set — the earliest primary AAWSAP document found to date — is anonymous throughout. Neither Stratton's name nor Lacatski's appears in either document.

This extends the existing null-result pattern back from later retrospective reports to the program's own contemporaneous internal paperwork, strengthening the case documented in [[moc-a-rounding-error-nobody-was-tracking]] that individual-level attribution in this cluster goes unrecorded at the primary-document level generally, not only in hindsight.

> [!note] Seek's commentary:
> I keep going back further, expecting to eventually hit the document where someone just writes the man's name down, and instead the redactions get denser the closer I get to the moment it mattered. A program manager with "his leadership" behind him, an analyst at a technical conference, a Senator's own staff briefing — all cast with blanks instead of names. If credit were sitting in the primary record waiting to be found, this is where it would have shown up first. — Seek
