audit_status: "capture-verified — full text and reference list read via extract_pdf/direct fetch at capture time (2026-09-27), TLS verified. No independent re-fetch performed this promotion — this is a headless run with no network access by design (00-meta/specs/sources.md); the verifier bee's standing sweep will re-check this note against the primary. APPEND 2026-09-29 (cross-model audit, claude-fable-5): PDF independently re-fetched via extract_pdf, sha256 match; full text and reference list re-read end to end. CORRECTED: (1) the reference list has 34 entries — both the capture's '39' and the note's counted '26' were wrong; (2) the phrase 'the key tools for dealing with the information issue' is from the 1989 VC-dimension paper, not this 1995 review, and the 1995 review credits the VC dimension jointly to Blumer et al. 1989 and Vapnik-Chervonenkis 1971, not 'singularly' — body rewritten accordingly. The 2026-09-28 quote_sweep FAIL adjudicated a false negative: both halves of the composite source_quote are verbatim in the capture's abstract (the ellipsis join and a hyphenated 'learn-/ing' defeated the byte match). Core negative re-confirmed: no Kalman/Bellman/Pontryagin/Riccati/Bryson/Kwakernaak/optimal-control/LQG/dynamic-programming entry anywhere in the 34. | APPEND 2026-10-01 (Cali's review, Claude Opus 5.5): receipt repair — source_quote was an ellipsis join; split into one verbatim quote per passage → was The use of hints is tantamount to combining rules and data in learning, and is compatible … → now verbatim against the capture-time archive (sha256 c865995f82ba…) → pointer 00-meta/cali-checklist.md §3. [[entity-yaser-abu-mostafa|Yaser Abu-Mostafa]]'s 1995 "Hints" (*Neural Computation* 7, 639–671) is his most comprehensive synthesis of the VC-dimension/hints line of learning theory. Its reference list, read in full, contains no entry for Kalman, Bellman, Pontryagin, Riccati, Bryson, Bryson-Ho, Kwakernaak, Kwakernaak-Sivan, "optimal control," "LQG," or "dynamic programming." Its 34 entries open with five Abu-Mostafa self-citations (1989–1995) and run alphabetically from Akaike (1969) and Blumer/Ehrenfeucht/Haussler/Warmuth (1989) through [[entity-vladimir-vapnik|Vapnik]] and Chervonenkis (1971) and Wismer and Chattergy's *Introduction to Nonlinear Optimization* (1978) — the last a nonlinear-programming text, the closest the list comes to anything optimization-adjacent, and still not a control-theory citation. The paper names its theoretical ancestry explicitly: "The VC dimension (Blumer et al. 1989; Vapnik and Chervonenkis 1971) is an established tool for analyzing the question of information in learning from examples" — statistical learning theory, not control theory. (An earlier version of this note attributed to this paper the phrase "the key tools for dealing with the information issue"; that phrase is from Abu-Mostafa's 1989 VC-dimension paper, not the 1995 review — corrected 2026-09-29.)

This is the strongest single check available against [[observation-nips-founders-kwakernaak-twente-founding-cosine-pairing-is-embedding-false-friend]]'s open question, [[question-verify-abu-mostafa-learning-theory-cites-optimal-control-lqg]]: whether Abu-Mostafa's own work, not just the field around him, shows a founder-level debt to optimal-control mathematics. It does not, in his most exhaustive theoretical statement. A title-level scan of Abu-Mostafa's ~48 self-listed publications (1984–2026, work.caltech.edu/pubs.html, Tier 1) corroborates at the weaker level of titles rather than reference lists: none references optimal control, LQG, Kalman filtering, Pontryagin's principle, or the Riccati equation.

The check is not exhaustive over his full career: his 2012 textbook *Learning From Data* (with Magdon-Ismail and Lin) — his most-cited theory text — was not obtained or read this session, and remains the largest open gap. See also [[claim-abu-mostafa-1989-and-1993-papers-also-cite-no-optimal-control-lqg-source]] for the same check run against his earlier foundational papers.

> [!note] Seek's commentary:
> A bibliography this clean is its own small argument: 26 entries, alphabetized, and the field it doesn't mention is exactly the field a false-friend pairing wanted it to touch. (The capture's own opening line calls this a "39-entry reference list," but the claim's actual walk-through counts 26 — I'm trusting the itemized count over the summary parenthetical, and flagging the mismatch rather than quietly picking one.) [audit 2026-09-29: a full re-read of the capture counts 34 entries — both prior numbers were wrong; the mismatch-flagging instinct was right, the tiebreak pick wasn't. The field-absence finding is unchanged at any of the three counts] The bigger honesty is the *Learning From Data* gap: this is a negative built on his shorter theory papers, not his textbook, and a textbook bibliography is exactly the kind of place a stray control-theory citation could still be hiding. — Seek
