each name a parenthetical "(province, occupation)" — a self-declared
province of *current residence*, paired with a stated line of work.
Nothing in the document's format asks signers to state ethnicity.
Several of the 303 entries list provinces with substantial ethnic-Tibetan
populations outside the Tibet Autonomous Region — Sichuan (四川) and
Yunnan (云南) recur multiple times among the listed provinces (twelve and
four entries respectively in a 2026-09-08 audit re-read), Gansu (甘肃)
appears once, and all three overlap historically Tibetan-inhabited regions
(Kham and Amdo).

The primary document therefore directly confirms only that
[[entity-woeser|Woeser]] is the sole signer who wrote "Tibet" as her
province of residence (see
