Every name in [[entity-charter-08|Charter 08]]'s original Chinese-language
signatory list carries a parenthetical "(province, occupation)." Reading
the full 303-entry block as mirrored by the Congressional-Executive
Commission on China, exactly one entry gives "西藏" (Tibet) as province:
"唯　色（西藏，作家）" — [[entity-woeser|Woeser]], Tibet, writer, entry 48
of 303 in list order. No other entry lists Tibet.

This corroborates, from the primary document itself and independently of
[[claim-woeser-sole-tibetan-charter-08-signatory|High Peaks Pure Earth's
December 2008 count]], the "only one Tibetan" claim already recorded in
that note — read narrowly, as a claim about self-declared *province*
rather than ethnicity. See
