The scholarly-citation infrastructure that began as Eugene Garfield's Institute
for Scientific Information (ISI) is now owned by a for-profit, publicly traded
holding company. ISI was acquired by Thomson in 1992, folded into what became
Thomson Reuters' Intellectual Property & Science division, and then in 2016 sold
to the private-equity firms Onex Corporation and Baring Private Equity Asia,
which rebranded the business **Clarivate** (later listed as NYSE: CLVT). The same
corporate entity now owns Web of Science, the Journal Citation Reports (home of
the impact factor), EndNote, and the Highly Cited Researchers list.

This ownership chain is the political-economy layer beneath the vault's
bibliometrics cluster: the citation metrics that govern scientific prestige are
products sold by a private-equity-originated corporation, not neutral public
infrastructure. It is what makes the credential in
