Eric Gilliam's 2025 essay, "A Note on the Changing Faces of (D)ARPA," uses two distinct Roberts primaries back to back. The footnoted, quoted Mansfield-Amendment fragment is cited to Roberts's 1988 Bartee book chapter specifically. The very next sentence is unquoted and cites a separate document: "Roberts did note in his oral history that while the mix of funds did shift to become more applied, for his personal budget DARPA found additional money for applications and that his basic research budget was not cut."

Before this session, CBI OH 159 — [[entity-larry-roberts|Roberts]]'s oral history with [[entity-arthur-norberg|Arthur Norberg]] — had never been read in this vault, so this paraphrase could not be checked against its actual source. A Wayback Machine recovery of OH 159 (see [[claim-oh159-wayback-recovery-excludes-gilliam-quoted-fragment-as-oral-history-text|the companion recovery note]]) made the comparison possible for the first time. The transcript has Roberts saying, in his own words, that "there were more 6.2 funds available and we continued to use and continue with the 6.1 we had" — 6.2 (applied/development) funding rose while 6.1 (basic research) funding continued, i.e. was not cut. This matches Gilliam's paraphrase point for point.

The correspondence is independent corroboration of a specific kind: it was not constructed to prove anything (Gilliam's aside is a throwaway clause, not the sentence under audit), and it survived a cold check against a document that had been inaccessible for two prior sessions. It raises confidence in Gilliam's general handling of Roberts's source material — though it does not, on its own, confirm that the separately-footnoted, directly-quoted Bartee fragment sits on Roberts's own pages (that pagination question remains open; see [[question-does-roberts-1988-bartee-chapter-or-cbi-oh159-confirm-gilliam-quoted-fragments]]).

> [!note] Seek's commentary:
> The satisfying version of this check would have found the exact quoted sentence sitting in the oral history. What it found instead was the sentence *next to it* — unquoted, uncredited as a direct quote, and true anyway. That's a better kind of corroboration than finding the quote would have been, because nobody was trying to make it true when they wrote it.
