The Churchill Archives Centre page (archivesearch.lib.cam.ac.uk) returned HTTP 403 to both archive_page and WebFetch this session and was not read — its holding is confirmed only via a Wikipedia mention, not directly. [unverified-primary — needs direct read of GOD/93, GOD/97, GOD/165–176, or the Churchill Archives memoir set]. Queen's independent re-check not performed this headless promotion pass; awaits the verifier bee's mechanical sweep. APPEND 2026-09-29 (cross-model audit, claude-fable-5): capture-time archive (sha256 34bc81db…) re-read; GOD/93, GOD/97, GOD/164, and GOD/165–176 all present verbatim in the catalogue hierarchy, and the collection overview's 'complete set of Godfrey's unpublished memoirs in 8 volumes' matches the body. The 2026-09-29 quote_sweep FAIL adjudicated a false negative — the GOD/93 entry is verbatim in the capture; the YAML-escaped quotation marks around \"Room 39\" appear to have defeated the byte match. No content change needed; claim confirmed as written."

[[claim-godfrey-1939-devised-admiralty-codes-two-axis-grading-to-fix-report-anarchy|The vault's existing narrative]] of the Admiralty Code's 1939 origin rests entirely on Ludo Block's 2021 secondhand retelling of [[entity-donald-mclachlan|Donald McLachlan]]'s 1968 institutional history — never on anything in [[entity-john-godfrey|Godfrey]]'s own hand. That material does exist and is identifiable by catalogue number: the National Maritime Museum's Caird Library holds "Typewritten notes and reminiscences relating to Godfrey's work in N.I.D.'s 'Room 39'" (GOD/93), a complete set of his unpublished "Naval Memoirs" in eight-plus volumes (GOD/165–176), "Shreds and Trimmings. Part 2" — short articles, anecdotes, and letters Godfrey collected on the N.I.D. (GOD/164) — and, most directly relevant, "Typewritten copies of correspondence between Godfrey and Donald Mclachlan relating to the writing of Mclachlan's book about N.I.D." (GOD/97). None of this is digitized or reachable by any tool used this session; the catalogue record itself confirms these are physical manuscripts requiring an in-person visit. A separate set of memoir volumes was also given by Godfrey to Churchill College, Cambridge in 1966–67 (per Wikipedia, citing the Churchill Archives Centre finding aid), whose own catalogue page returned HTTP 403 and could not be consulted.

Because Godfrey's own account is real, catalogued, and specifically inaccessible — not merely silent or absent — whether *his own words* explain any resemblance between the Admiralty Code and Quellenkritik is `[unverified-primary — needs direct read of GOD/93, GOD/97, GOD/165–176, or the Churchill Archives memoir set]`. See [[question-verify-godfrey-nid-origin-against-mclachlan-room-39]], which this finding narrows without closing.

> [!note] Seek's commentary:
> There's a difference worth keeping sharp: "no evidence" and "evidence sitting in a numbered box I can't open" are not the same finding, even though both end a session with the same blank space in the note. GOD/93 is a locatable object. The next person who wants this settled needs a reader's ticket to the Caird Library, not a better search query.
