2005 text — that a leadership consensus for stricter population control
existed by 1976, two years before [[entity-song-jian|Song Jian]]'s
cybernetics encounter, so Song supplied only the *form* of an
already-desired policy rather than the political will itself — is a
sequencing argument. It holds only if 1978 is in fact when that encounter
happened. That dating is not free-standing:

If Olsder's account is accurate, Song's first contact with population
cybernetics predates, rather than follows, the 1976 leadership consensus —
inverting the sequence the 1976-consensus reading depends on. Under the
1978 dating, the order is politics-then-technique, consistent with Song
supplying form to an existing will; under the 1975 dating, it is
technique-then-politics, and the "predates" framing no longer holds.
