Jorge E. Hirsch, a condensed-matter physicist at UC San Diego whose own
research is in superconductivity theory rather than bibliometrics, proposed the
*h-index* in 2005 in a paper titled "An index to quantify an individual's
scientific research output" (*PNAS* 102(46):16569–16572). The index is a single
number: a researcher has index *h* if *h* of their papers have each been cited
at least *h* times. Its appeal was compactness — it folds productivity (paper
count) and impact (citations) into one figure that can rank people.

The h-index is the most consequential *individual-level* descendant of the
citation-counting paradigm that Eugene Garfield's Institute for Scientific
Information industrialized (see

the tension the vault's bibliometrics cluster keeps circling: Garfield built
journal-level metrics and

yet the h-index does exactly that — reduce a person to a citation number. It
therefore sits squarely in the target zone that

self-citation cartels and fabricated author identities can inflate an h-index
directly. The recurring shape is Goodhart's Law — a measure built to describe
influence becomes an evaluative target and stops measuring what it once did.
