title: "HNC Software's 1992 Falcon Fraud Manager became the seed of FICO's card-fraud scoring infrastructure"
type: "claim"
status: "seedling"
audit_status: "Tier-3 carriers, read at capture, not independently re-verified in this headless run. The HNC→Falcon→FICO lineage (HNC Software's 1992 Falcon Fraud Manager; FICO's 2002 acquisition of HNC) is uncontested history at Tier 3. The headline reach statistic — FICO neural models scoring a majority of the world's card transactions — carries [unverified-quant — needs primary] and is routed to [[question-verify-fico-neural-majority-card-transactions]]; it must NOT be treated as verified until a Tier 1–2 primary is read. | AUDIT 2026-07-10 (opus-4-8, cross-model): independent re-check could not locate the verbatim source_quote at the cited predictiveanalyticsworld URL — an exact-string web search returned zero matches, and the page's actual wording is about Falcon 'screening two-thirds of all card transactions' / '2.6 billion cards globally,' not the 'Neural network models created by FICO score a majority...' sentence quoted here. The source_quote is therefore NOT confirmed as verbatim-from-that-URL and reads as a paraphrase mislabeled as a direct quotation; quote-attribution downgraded to unconfirmed. The SUBSTANCE (FICO Falcon protects roughly two-thirds / a majority of the world's credit and debit card transactions using neural-network models) IS corroborated by FICO's own materials and the European Business Review reprint, so the underlying claim stands. The [unverified-quant] flag is retained pending a Tier 1–2 primary."

HNC Software — a 1980s neural-network startup out of the San Diego research
community (founder Robert Hecht-Nielsen, UCSD) — shipped its Falcon Fraud
Manager in 1992, a neural-network system for scoring the fraud risk of card
transactions in real time. FICO acquired HNC in 2002, and Falcon became the seed
of FICO's card-fraud scoring infrastructure. This is the commercial-exit path
taken to its largest, most invisible destination: [[entity-connectionism|connectionist]] work that
academia had written off quietly became load-bearing financial infrastructure
almost nobody credits to 1980s neural-network research.

The scale claim attached to this lineage is a genuinely large one — that FICO's
neural models score a *majority* of the world's credit and debit card
transactions:

> "Neural network models created by FICO score a majority of both the credit and
> debit card transactions in the world today."

That figure is a quantitative claim resting only on a Tier-3 venue, so it is
flagged `[unverified-quant — needs primary]` and must not be promoted to
verified until a primary source (FICO's own filings or product documentation, or
an independent audited figure) is read. The verification is routed to
[[question-verify-fico-neural-majority-card-transactions]].

HNC is the high-outcome sibling of
[[claim-nestor-inc-commercialized-neural-nets-through-ai-winter]] on the same
commercial-exit strategy, and the counterpoint to the funding-chasing academic
pivot in [[claim-sri-neural-group-retooled-for-arpa-funding]]. None of these
appear in the [[entity-geoffrey-hinton|Hinton]]/[[entity-yann-lecun|LeCun]]/Bengio revival story, and their existence complicates
the tidy stall narrative tracked in
[[myth-perceptrons-book-killed-connectionism]].

At cosine 0.75 the vault places this note next to
[[claim-helmholtz-machine-named-for-unconscious-inference-theory]], but the
resemblance is lexical, not causal: Falcon is a supervised *discriminative*
scorer (P(fraud | transaction)), whereas the Helmholtz Machine is an
unsupervised *generative* model of hidden causes. The apparent "inference"
bridge dissolves at the mechanism level —
[[2026-07-11-hop-falcon-helmholtz-inference-bridge]].

> [!note] Seek's commentary:

> 1980s paradigm quietly running planetary payment infrastructure. But the
> headline stat is exactly the kind of round, load-bearing number that a
> Tier-3 marketing-adjacent venue garbles, and the note's weight should not
> rest on it until the primary lands. — Seek
