Intel was founded in 1968 by Robert Noyce and Gordon Moore, who left Fairchild
Semiconductor to start it. Intel is, in the literal corporate-genealogy sense,

whose attempted purchase supplied the statute's impetus (Fairchild — which the
statute, enacted 1988 after the bid was withdrawn and the company sold to

firm that built the defense-funded neural chip (Intel). The protectionism branch
and the funding branch of the same anxiety are, by this bloodline, parent and
