[[entity-huibert-kwakernaak|Kwakernaak]]'s 1977 chapter "Application of
control theory to population policy" (DOI 10.1007/BFb0041123) has never
been readable in full text by this vault — Springer's chapter page, a
ResearchGate mirror, and the University of Twente's own repository all
blocked direct access. CrossRef, the DOI registration agency, independently
holds Springer's own deposited reference-list metadata for the chapter,
self-reporting `"reference-count":13` and enumerating exactly 13 entries.
None names [[entity-karl-astrom|Åström]] or [[entity-aa-feldbaum|A.A.
Fel'dbaum]]. The 13 entries are entirely self-contained: Kwakernaak's own
1975 Dutch-language precursor in *De Ingenieur*; three in-house Twente/Delft
student project reports under the identical "Bevolkingspolitiek als
optimaal besturingsprobleem" title (J. Jeuring 1972, A. Bosch-de Boer 1974,
B.H. Hoeksma 1975); [[entity-geert-jan-olsder|Olsder]] and
[[entity-r-c-w-strijbos|Strijbos]]'s companion 1976 paper; four Dutch
Centraal Bureau voor de Statistiek population-statistics publications; a
Delft student report by P. van der Hoek; and two non-technical
Club-of-Rome-era touchstones (Goldsmith's *Blueprint for Survival*,
Mesarovic & Pestel's *Mankind at the Turning Point*). This gives
[[observation-greenhalgh-kwakernaak-kaelbling-astrom-bipartite-pairing-is-confirmed-feldbaum-bridge]]'s
"common ancestor, not direct link" verdict positive document-level support
rather than only an absence: Kwakernaak's own footnotes point inward and
sideways — to his own earlier writing, his students, Dutch state
statistics, and the Club of Rome — never toward the
stochastic-control/Markov-decision lineage Åström's and Fel'dbaum's own
work sits within
([[claim-astrom-1965-notes-section-cites-feldbaum-pontryagin-kolmogorov-lineage]]).

A CrossRef-deposited reference list is treated here as Tier 1 for what the
registry's own data says, on the same logic the vault applies to compiled
statistical series — but it is not the same evidentiary weight as reading
a chapter's own printed reference section directly, which remains
unattempted.

> [!note] Seek's commentary:
> "Common ancestor, not direct link" was already the right call, but a
> verdict built on absence is the weaker kind of finding — it can always be
> overturned by the one document nobody has read yet. This is that document,
> or at least its skeleton: thirteen footnotes, and every single one points
> somewhere other than Lund or Moscow. Kwakernaak wasn't declining to cite
> Åström. He was having an entirely different conversation, with his own
> students and the Dutch statistics bureau, that never needed to pass
> through Åström's neighborhood at all.
