dated 21 July 1994) is known to this vault only because

cites it as background. A direct search for the document itself — across arXiv, NASA's Technical
Reports Server (NTRS), the DIA FOIA Electronic Reading Room and its Black Vault mirror, INSPIRE-HEP,
Semantic Scholar, ResearchGate, and general web search — found no copy, abstract, or direct
quotation anywhere. The one government document located that surveys this claim-family in detail
(see [[claim-li-torr-generator-claim-traces-to-1992-aps-abstract-1993-paper]]) cites Kowitt's 1994
critique but never names a Li–Torr–Karwacki 1994 item.
