This is the passage [[entity-susan-greenhalgh|Susan Greenhalgh]]'s 2003
article cites only at second hand, as "(Li 1980: 5)," for the claim that
the June 1978 Birth Planning Leading Group meeting's recommendation was
approved by the Central Committee and the State Council
([[claim-greenhalgh-2003-article-independently-corroborates-june-1978-leading-group-meeting]]) —
now read directly rather than through Greenhalgh's paraphrase. Discussing
a leading-group meeting held "the previous year" (the exact month did not
survive this session's OCR extraction), 栗秀真's own speech states that
population age-structure analysis showed a birth peak still coming, so
"adjustment had to be made to the number of births permitted, and the
recommendation of 'best to have one, at most two, with third births
strictly controlled' was put forward, and approved by the Central
Committee and the State Council" (因此，在生育的胎数上必须进行调整，提出最好生一个、
最多两个、严格控制三胎的意见，并经中央和国务院批准). This confirms, in the
official's own words, the fact, formula, and approval chain Greenhalgh's
citation only reported secondhand.

rapidly this past year), and then, immediately, "问题是今后要做巩固工作，今后
也会有些反复的" — the issue is that consolidation work must be done from here
on, and there will be some backsliding. Roughly eighteen months after the
approval — the conference report printed alongside this speech records the
meeting closing "on the afternoon of 13 December" 1979, and the journal
issue carries a publication date of 1980-01-29; the dateline printed under
the speech's own title did not survive OCR — its author describes the
recommendation as a fast-moving thing that now has to be made to hold, not
as an accomplished national policy. This bears on

is a contemporaneous data point leaning toward treating the June-1978-era
recommendation as a preliminary step rather than the policy's completed
starting point, though the speech never uses the word "preliminary" and
