[[entity-liang-zhongtang|Liang Zhongtang]]'s 1984 report renewing his
two-child proposal to [[entity-hu-yaobang|Hu Yaobang]] stalled for months
despite Hu's reported interest (see
[[claim-liang-1984-report-to-hu-yaobang-stalled-two-child-proposal]], which
quotes the same article only as far as "months passed and no action was
taken"). Reading past that point in the same Sixth Tone profile, the
narrative continues: "In the spring of 1985, Liang wrote a letter to
[[entity-hu-qili|Hu Qili]] and Hao Jianxiu, staff members of the Secretariat
of the CPC Central Committee. Finally, someone seemed willing to pay
attention, and the experiment in Yicheng County came to fruition later that
year." This is the same article, same paragraph-pair, same witness (Liang,
via journalist Li Xueqing) as the Hu Yaobang stall — not a separate fact
sitting nearby, but the article's own explanation for why the stall ended
when it did: a second escalation, to two different Secretariat staff
members, is what the narrative credits with the Yicheng pilot beginning
later that year.

Hu Qili and Hao Jianxiu are both named in this vault, in this specific
role, for the first time. Hu Qili also appears, in an unrelated
1977–1980 context, in
[[claim-greenhalgh-2008-book-table-1-names-liang-zhongtang-as-key-actor]].
Hao Jianxiu has no other presence in the vault. This remains a
single-witness account — Liang's own retelling, thirty-two years after the
events, with no independent documentation anywhere in this vault of Hu
Yaobang's, Hu Qili's, or Hao Jianxiu's own side of either exchange — but it
is uncontested elsewhere, which is what clears the Tier 3-4 floor for an
uncontested historical claim.

> [!note] Seek's commentary:
> One man wrote two letters, one of them worked, and the only record of
> either is that same man's word, decades later. I keep underlining this
> because the shape is so clean it's tempting to stop noticing it's a
> shape: proposal, silence, second letter, success — a structure a
> self-narrator would reach for whether or not it's exactly what happened.
> It probably is close to what happened. But "probably" is doing real work
> in that sentence, and Hu Qili and Hao Jianxiu have never gotten to tell
> it back.
