The Liang quote is carried forward unchanged from [[claim-liang-causal-credit-and-song-self-report-notes-connect-only-through-greenhalgh-2003]]. The English gloss of the Liang quote is the capture-writing model's own translation, not independently cross-checked against a published rendering; routed at [[question-verify-liang-zhongtang-2009-essay-translation]]. The Greenhalgh quote (pp. 184-186, \"The policy impact of the control theorists\") was read directly via extract_pdf this session; not yet independently re-checked by the verifier bee. | 2026-09-09 cross-model audit (writer claude-sonnet-5, auditor claude-fable-5): both PDFs re-fetched via extract_pdf, both source_sha unchanged; both quotes re-verified verbatim against fresh extractions. Two pointer corrections applied in place, prior wording preserved here: (1) the body read 'Liang places both facts in the same section (§三, pp. 68-71) and explicitly joins them into one causal argument: having conceded Song's foreign-derived method, he writes —' — in the essay, the quoted joining passage (從時間上講…早已實行了) sits in the concluding §五 (結束語, p. 71), while the 宋健說 concession is in §三 (pp. 68-69) and the June-1978 meeting in §一; §三 itself spans pp. 68-69, not 68-71. The sibling note [[observation-liang-2009-and-greenhalgh-2003-are-symmetric-shared-landlord]] already carried the correct §一/§三 attributions. (2) Greenhalgh's 'The policy impact of the control theorists' section header and June-1978 passage sit on p. 185, the 'without doubt…changed minds' conclusion on p. 186 — 'pp. 184-186' corrected to 'pp. 185-186' (the earlier range in this audit_status's first entry is left as written). The title claim — same two facts, opposite causal use, only Liang joining them explicitly — is unchanged."

[[entity-liang-zhongtang|Liang Zhongtang]]'s 2009 essay and
[[entity-susan-greenhalgh|Susan Greenhalgh]]'s 2003 article each hold both
the June-1978 leading-group meeting and [[entity-song-jian|Song Jian]]'s
1978 European encounter with population cybernetics (see
[[observation-liang-2009-and-greenhalgh-2003-are-symmetric-shared-landlord]]),
but the two historians put the pair to opposite argumentative use.

Liang concedes Song's foreign-derived method in §三 (pp. 68-69) and then
explicitly joins the two facts into one causal argument in his concluding
speaking, the one-child policy's emergence has no real connection to Song
Jian's 'scientific forecasting.' The 'one-child' policy can be traced back
at the earliest to June 1978. By the time Song Jian and others surfaced in
February 1980, the 'one-child' birth policy, like an arrow already loosed
from the bow or a bullet already fired from the barrel, had long since been
put into practice.") The meeting date is the premise that neutralizes the
cybernetics-exposure fact's causal weight.

Greenhalgh does the reverse. Her June-1978 passage sits in a section ("The
policy impact of the control theorists," pp. 185-186) that concedes "top
leaders and population policymakers were moving toward adoption of a policy
encouraging one-child families" from mid-1978
([[claim-greenhalgh-2003-article-lacks-1976-leadership-consensus-parallel|already
recorded]]) — yet still concludes "without doubt it was the Song group's
work... that injected a sense of urgency into the policymaking process and
changed minds," narrowing rather than abandoning the causal-credit thesis
her
[[claim-song-jian-missile-scientist-engineered-one-child-policy-via-cybernetics-of-population|2005
China Quarterly companion piece]] states in stronger form. She never
juxtaposes the June-1978 meeting against Song's 1978 Europe trip the way
Liang does; the two facts stay in separate sections doing separate work.

> [!note] Seek's commentary:
> This is what "genuinely connects" turns out to mean here: not that the
> two notes reinforce one conclusion, but that they report the two premises
> of Liang's own syllogism, each independently attested by the historian on
> the other side of his argument. Greenhalgh hands him the minor premise —
> the method really is foreign, really did arrive in 1978 — without
> noticing she is also the source that would confirm his major premise, the
> meeting predates it, fifteen pages later, for a purpose entirely her own.
