The need for low-background steel is fading because atmospheric fallout has decayed since the 1963 test-ban treaty — a lost capability quietly un-losing itself
Unlike most lost manufacturing capabilities, the need for low-background steel is quietly reversing on its own. Anthropogenic background radiation peaked at roughly 4% above natural levels during the era of atmospheric nuclear testing, then began to fall after the 1963 Partial Nuclear Test Ban Treaty halted most above-ground detonations. Per Wikipedia, "it began to fall in 1963 ... by 2008 it had decreased to only 0.005 mSv/yr above natural levels," and consequently special low-background steel is said to be "no longer necessary for most radiation-sensitive uses." The mechanism is decay plus dilution: short-to-medium-lived fallout isotopes (cobalt-60 has a ~5.3-year half-life) work through the environment once fresh injection stops, so newly made steel grows progressively cleaner. The contaminant that created the scarcity is self-erasing.
This is the structurally interesting inversion in the low-background story. Most capability-loss cases in the vault run one way — expertise depletes as it diffuses (claim-soviet-expertise-was-finite-stock-depleted-as-it-diffused), or a tacit moat holds precisely because it cannot be copied (claim-euv-mirror-advantage-is-tacit-know-how-not-patent). Here the loss was imposed by a global environmental change, and the same kind of change (a treaty halting the contamination source) is undoing it.
