MIT's own 1969 Review Panel on Special Laboratories — the "Pounds Panel," after
its chair, Sloan School Dean William F. Pounds — states in its Final Report's
preamble that "the annual budget in Fiscal 1968 for both laboratories was about
$120 million; the total M. I. T. budget was $214 million." $120M of $214M is
approximately 56%. This is an internal MIT institutional document giving its
own figure for the same period the MIT Technology Review's 2014 feature
"Slight Rebellion off Mass. Ave." describes, in its own words, as "the late
1960s," when it says the Instrumentation Lab and Lincoln Laboratory together
accounted for "more than half of MIT's total budget" — the claim recorded (at
Tier 2, quote-verified) in

The two sources independently agree, and the agreement moves the
budget-share leg of that note off a lone secondary account: a primary MIT
document, not a magazine's retelling, is now the number's home. The report's
own text renders the year with an OCR-introduced space, "19 68," an artifact
of the scan rather than the source.
