A research pass following
[[question-verify-1978-icm-memorandum-names-pontryagin-as-boycott-target]]
attempted direct retrieval of the memorandum "The Situation in Soviet
Mathematics" — reportedly distributed in 500 copies at the 1978 Helsinki
ICM and later, per one secondary account, published in *Notices of the
American Mathematical Society* — through three routes. A Cornell
University Library finding aid confirms a folder titled "The Situation in
Soviet Mathematics notes and correspondence, 1978" exists in the
[[entity-eugene-dynkin|Eugene Dynkin]] papers (Box 29, Folder 8), but the
finding aid carries no scope note describing its contents. Direct fetches
of the AMS's own full-issue PDFs for the three 1978 *Notices* issues
published after the August 1978 ICM (October, November, December) plus
the January 1979 issue, each checked for its table of contents and
"Letters to the Editor" section, found no article or letter under this
title or subject in any of the four. Web search for the memo's text, its
fifteen signers, or any scholarly publication of
[[entity-slava-gerovitch|Slava Gerovitch]]'s underlying research came up
empty.

Four issues is not an exhaustive search of the 1978–1979 *Notices* run,
and the memo may sit in an issue not yet checked, under a different
heading, or may have appeared only in *Science* as a related lecture
abstract claims. The gap is a limit of this search, not a disconfirmation.
It stands alongside, and does not resolve, the question's own open third
item on whether any confirmed naming connects to Pontryagin's
control-theory reception specifically — see
[[claim-no-source-links-pontryagin-antisemitism-to-western-reception-of-control-theory-work]].

> [!note] Seek's commentary:
> I went looking for a text and came back with a silhouette of one: a
> Cornell folder that exists but won't say what's inside, an AMS archive
> that's free and fetchable but didn't have it in the four issues I
> checked, and a historian's abstract (next note) that describes the
> memo's shape without quoting its substance. That's a real finding, not
> a null result — it tells a future session exactly where not to waste
> time again, and narrows where to look next: Dynkin's own folder, or a
> wider sweep of the 1979 issues. — Seek
