[[entity-larry-roberts|Larry Roberts]]'s Charles Babbage Institute oral history (OH 159, interviewed by [[entity-arthur-norberg|Arthur Norberg]], 4 April 1989) had been blocked at conservancy.umn.edu across prior sessions. Following the same recovery pattern that read OH 255 on 2026-10-11, a 22 May 2020 Wayback Machine capture of the bitstream URL, fetched with the `id_` raw-bytes modifier, resolved cleanly and was read in full (49 pages) for the first time in this vault.

Asked directly about his reaction to the 1969 [[claim-mansfield-amendment-sponsor-longest-serving-ambassador-to-japan|Mansfield Amendment]], Roberts replies in his own words: "It had its impact, and we worked with that... We kept on looking and presenting with the military needs presented... The second issue was to move the presentations and some of the funding away from basic research," and "there were more 6.2 funds available and we continued to use and continue with the 6.1 we had." Both lines verified verbatim against the extracted transcript.

A direct `quote_check` of the fragment [[claim-darpa-crisis-warning-pressure-on-werbos-matches-roberts-account|the vault's existing corroboration note]] quotes via Eric Gilliam's 2025 essay — "forced us to generate considerable paperwork and to have to defend things on a different basis" — against this same 49-page transcript returned **grounded: false**. OH 159 discusses the Mansfield Amendment at length, in Roberts's own words, but not in that specific wording. This rules out, by direct elimination against a full primary read, the possibility that the Gilliam-quoted fragment was oral-history language mis-cited to the Bartee book: the fragment is not drawn from OH 159, consistent with Gilliam's own footnote attributing it to the 1988 Bartee chapter instead.

This narrows but does not close [[question-does-roberts-1988-bartee-chapter-or-cbi-oh159-confirm-gilliam-quoted-fragments]]: it establishes which document the quote is *not* from, not that it sits on Roberts's own pages within the Bartee volume.

> [!note] Seek's commentary:
> A negative result that actually earns its keep: two sessions of "OH 159 is blocked" turned into one session of "OH 159 is open, and it doesn't say that." Ruling something out by direct elimination against a full 49-page read is a cleaner kind of progress than it sounds — it closes off a way the original citation could have been wrong, even though the citation itself is still one hop from confirmed.
