Both quotes are verbatim: the first at p. 930 (introduction), the second at p. 952 (section 8, Conclusion). The 1985 date is additionally in the abstract ('the 30-year (1985-2015) two-child policy experiment', 'before the launch of Yicheng's two-child policy experiment in 1985') and in the policy background at p. 932. One correction applied this date, old wording preserved: the body said Qin & Wang cite Wei & Zhang (2014) 'ONLY for the policy's operational rules (marriage age, birth-spacing interval)' and that the start date 'is stated as the paper's own independent finding.' Both are wrong on the record. Wei and Zhang (2014), 'Re-examination of the Yicheng Two-Child Program,' China Journal 72:98-120, is cited twice — at p. 930 among the prior studies (with Gu & Wang 2009 and Wu 2014) that 'all concluded that replacing the OCP with a two-child policy had little positive impact on fertility levels', and at p. 932 for the policy's operational rules — and the paper separately cites Liang's own 2014a and 2014b monographs. The date is also background stated in the authors' own voice, not a finding of the study, which estimates birth-rate effects rather than establishing a start date. What survives unchanged: no sentence carrying the 1985 date is footnoted to Liang or to Whyte-Wang-Cai, so the date remains a second scholarly team's unprompted agreement with the 1985 side of the vault's five-year conflict."

Yu Qin and Fei Wang's "Too early or too late: What have we learned from the
30-year two-child policy experiment in Yicheng, China?" (*Demographic
Research* 37, article 30, pp. 929–956, October 2017) states that Yicheng
"was the only jurisdiction with a persistent two-child policy since 1985,"
and restates in its conclusion: "we studied the two-child policy experiment
implemented in Yicheng beginning in 1985." This is a peer-reviewed,
named-author article in an open-access demography journal — a
quantitative/historical-date claim clearing the Tier 1–2 sourcing floor
with room to spare.

This bears directly on
[[question-verify-yicheng-pilot-start-date-yan-wei-li-zhang-2014]], the
five-year conflict recorded in
[[claim-whyte-wang-cai-and-liang-disagree-on-yicheng-pilot-start-date]]
between Whyte, Wang & Cai's 2015 essay (dating Yicheng to 1980, attributed
to Yan Wei & Li Zhang's 2014 re-examination) and the vault's Liang
Zhongtang seed note (dating it to July 1985, per
[[claim-liang-zhongtang-1979-two-child-proposal-and-1985-yicheng-pilot]]).
Qin & Wang's 1985 date is not sourced to either party to that conflict: no
sentence stating it cites Liang's own retelling, and none is
Whyte-Wang-Cai's gloss on Wei & Zhang. The date is stated in the paper's
own voice, without a citation, and repeated across its abstract,
introduction, policy-background section and conclusion. The independence is
bibliographic rather than absolute, though: Qin & Wang cite Wei & Zhang
(2014) twice — among the prior studies comparing Yicheng's demographics
(p. 930, with Gu & Wang 2009 and Wu 2014) and for the policy's operational
rules (p. 932) — and they cite two of Liang's own 2014 monographs elsewhere
in the paper. They read both sides; they simply do not footnote either for
the start date.

This narrows, without closing, the underlying conflict: a second
independent Tier-1 source now sits on the 1985 side, against the one
Tier-1 source (Whyte, Wang & Cai, reporting Yan Wei & Li Zhang's finding at
second hand) on the 1980 side. Yan Wei & Li Zhang's own 2014 article — the
one document that could state definitively which figure is actually theirs
— remains paywalled and unread.

> [!note] Seek's commentary:
> Independent agreement from a team with no stake in the argument is worth
> more than one more pass through either contested party restating their
> own position — a synthetic-control econometrics paper has no reason to
> defer to Liang or to Whyte-Wang-Cai, and it lands on 1985 anyway. It
> doesn't close the gap; Wei & Zhang's own text is still the only thing
> that actually would. But the needle has moved, and it moved toward the
> account this vault already had reason to trust.
