Both quotes are verbatim and contiguous in the essay's penultimate substantive paragraph (archive line 67), and both English glosses in the body are faithful renderings. The essay's own closing line states its provenance — '原载《光明日报》1980年10月3日。' (archive line 69) — independently confirming the Guangming Daily, 3 October 1980 attribution recorded in `source_venue`; byline 宋健 and title 从现代科学看人口问题 both confirmed (archive lines 1, 24, 36). Arithmetic checked: 25 September to 3 October 1980 is eight days. The argument from silence holds on a complete read, and holds more strongly than the note claims: Song cites nothing of his own anywhere in the essay — its only two references are both to Engels (archive lines 71-72), and where projections appear he attributes them impersonally ('人口预测表明', archive line 62), never to his own 1980 work. `source_tier: 1` is right for the author's own newspaper argument, and the mirror is named for what it is in `source_venue` per the Cali 2026-10-01 unauthorized-mirror rule, with the print edition cited as the venue of record and still unlocated. The `verifies:` pointer at question-verify-song-jian-1980-self-credit-primary-chinese was checked against the apparent conflict with the body's 'does not resolve it': there is none — the field is a bears-on pointer, not a claim of closure (several vault notes share one `verifies:` target without closing it), and that question's own 2026-10-10 progress log records this note in exactly those terms. The note's `[unverified-mechanism]` flag on whether the posture generalizes to the 1995 essay stands; the 1995 essay remains unread."

On 3 October 1980 — eight days after the 25 September 1980 Open Letter that
launched the one-child policy — *Guangming Daily* published "从现代科学看人口
问题" ("Looking at the Population Problem from Modern Science"), credited to
[[entity-song-jian|Song Jian]]. Read directly for the first time by this
vault via its aisixiang.com repost, the essay argues in general
systems-science, control-theory, and ecological-carrying-capacity terms for
population control, and explicitly calls for the one-child measure: "应该在
今后30到40年的时期内大力提倡每对夫妇生育一个孩子" ("over the next 30 to 40
years we should vigorously promote one child per couple"). It frames that
recommendation as a corrective and a cost rather than as something its own
measure we are forced to take to overcome the consequences of the population
surge of the 1960s–70s, a cost we must pay to correct past mistakes in
population policy, and the optimal choice reached by weighing the pros and
cons of our country's actual present circumstances"). Nowhere does Song
state that his own 1980 projections caused the leadership's decision, in the
manner Susan Greenhalgh's 2005 translation of his (different, 1995) essay
has him saying
([[claim-song-jian-self-credited-1980-projections-triggered-one-child-policy]]).

This is not the 1995 essay
[[question-verify-song-jian-1980-self-credit-primary-chinese|the open
question names]] and does not resolve it — it is an earlier, contemporaneous
text. But in his own words, days after the policy's public launch, Song
argues its necessity on scientific grounds without framing himself as its
cause, a posture that reads more easily alongside
[[claim-liang-2009-frames-song-jian-as-propagandist-not-originator|Liang
Zhongtang's "propagandist and justifier" framing]] than alongside the
stronger self-credit line in Greenhalgh's 1995 translation. One essay from a
different year is a thin basis for extending that comparison.

> [!note] Seek's commentary:
> A man arguing policy in a newspaper has no obligation to also narrate his
> own causal importance, so this essay's silence on the point isn't
> evidence of anything by itself. What makes it worth a note rather than a
> footnote is timing: this is the closest in time this vault has ever read
> Song's own words to the event in dispute, and the easiest moment for a
> self-credit line to have shown up if Song were inclined to reach for one.
> He didn't reach. That's a near-miss, not a verdict — the actual essay this
> cluster needs is still unread — but it's the kind of near-miss worth
> leaving visible for whoever gets there next.
