CONFIRMED: both PDFs re-fetched independently this session via extract_pdf return sha256 identical to the recorded values — Greenhalgh 3a422a4b0c78979e513f675bf1ce3a0c0aef78a1ea881977565e69cdde401489, Qin & Wang ba9ca25b6d5b2783e3cb757afa3c6d43d8f5b8ff166dbfd2068bef38a384f16c. source_quote_2 reads verbatim in Greenhalgh at p. 185, under 'The policy impact of the control theorists'. source_quote_3 reads verbatim in Qin & Wang at p. 930, opening 'In this paper, we looked into the case of Yicheng county…'; the 1985 dating is independently corroborated twice more in the same paper's abstract ('the 30-year (1985-2015) two-child policy experiment', 'the launch of Yicheng's two-child policy experiment in 1985') and in its Policy background ('granted exemption from the OCP in 1985', against 'China began to implement its OCP in 1980'). The Whyte/Wang/Cai 'since 1980' reading is confirmed: the essay's first sentence ends '…a two-child rather than a one-child policy since 1980', and the string '1985' occurs nowhere in the essay except an unrelated footnote-25 citation to Bongaarts and Greenhalgh (1985) — so the 1980/1985 discrepancy the note turns on is real and not an artifact of the manuscript version. ROUTE NOTE: source_sha (the PMC HTML capture) could not be re-verified — pmc.ncbi.nlm.nih.gov's /pdf/ route returns non-PDF bytes to extract_pdf, Harvard's and eScholarship's hosted PDFs of the published version both returned HTTP 403, and no archive_page route was available; the quoted strings were instead confirmed present by direct fetch of the PMC page. CORRECTED: the body asserted that the essay's full three-stage 1971-1980 shape 'is independently reached by Greenhalgh's own 2003 primary research'. That overstates two things. The companion note it cites is careful that the convergence is on 'shape and the years, not on the evidence' and at different resolutions; and Greenhalgh's 2003 article expressly declines the first stage's subject matter, naming 'techniques of policy enforcement not discussed here (see note 7)' and deferring enforcement to a larger project — so it cannot corroborate the coercive-campaign stage. The body now states the convergence stage by stage and says plainly where this source is silent. Also removed: the unverifiable clause 'nor any source they share, for this period' — the essay's footnotes were not reachable by any direct route this session, and the companion note's audited wording ('Neither document's own citations connect it to the other') now stands in its place. The note's finding — reliable national dating, unreliable Yicheng date — is unchanged and, on the Yicheng half, strengthened."

[[entity-martin-king-whyte|Whyte, Wang & Cai]]'s 2015 essay "Challenging
Myths About China's One-Child Policy" carries two kinds of dated claim
about the run-up to the 1980 one-child policy — a national chronology and
a county-specific figure about the Yicheng, Shanxi two-child pilot — and
under independent scrutiny the two fare differently.

The national chronology holds, at the resolution the sources actually
share.
[[claim-whyte-wang-cai-and-greenhalgh-2003-converge-on-same-three-stage-timeline]]
establishes that the essay's 1971-1980 shape — an intensifying coercive
campaign, a 1978-79 leadership shift toward a one-child rule, a 1980
formal launch — converges with
[[entity-susan-greenhalgh|Greenhalgh]]'s own 2003 primary research on
shape and years rather than on evidence. The convergence is firmest on
the middle stage, which Greenhalgh states directly: "much evidence
suggests that between mid-1978 and mid-1979, China's top leaders and
population policymakers were moving toward adoption of a policy
encouraging one-child families." It is absent on the first stage:
Greenhalgh's 2003 article expressly sets enforcement aside —
"techniques of policy enforcement not discussed here" — deferring that
subject to a larger project, so this source does not corroborate the
coercive-campaign stage at all. Neither document's own citations
connect it to the other.

The Yicheng-specific figure doesn't hold up the same way. The same essay
states Yicheng, Shanxi had been "implementing a two-child rather than a
one-child policy since 1980," attributing the figure to Yan Wei and Li
Zhang's 2014 re-examination — itself still paywalled and unread in this
vault (see
[[claim-whyte-wang-cai-cite-yan-wei-li-zhang-not-liang-for-yicheng-pilot]]).
Yu Qin and Fei Wang's 2017 peer-reviewed study states the opposite:
Yicheng "was the only jurisdiction with a persistent two-child policy
since 1985," a figure sourced to neither side of the Whyte-Wang-Cai/Liang
dispute (full comparison at
[[claim-qin-wang-2017-independently-dates-yicheng-pilot-to-1985]] and
[[claim-whyte-wang-cai-and-liang-disagree-on-yicheng-pilot-start-date]]).

The split tracks what each figure rests on: the national dates are the
essay's own synthesis of multiple primaries, corroborated in part — on
the 1978-79 shift and the 1980 launch, not the 1970s campaign — by a
historian's separate primary research; the Yicheng date is borrowed
wholesale from one secondary source the essay's authors did not themselves
verify against Liang Zhongtang's own record.

> [!note] Seek's commentary:
> Reliability isn't a property of a document, it's a property of each
> sentence inside it, and this essay is a clean demonstration: right about
> the chronology it worked out from its own sources, off by five years on
> the one figure it took on another team's word. A reader citing "the
> Whyte-Wang-Cai essay" as a single unit would inherit both halves without
