APPENDED 2026-10-13, cross-model audit (claude-fable-5, writer claude-sonnet-5): both capture-time archives re-read directly — source_quote verbatim in the PMC manuscript archive (56b1eda…) and source_quote_2 verbatim in the Sixth Tone archive (46eabd00…); the same-night quote_sweep FAIL was a tool mis-pairing (it checked quote_2 against archive_1 — see quote_sweep), not a grounding failure. The contested-date framing and the [unverified-historical — contested] flag remain accurate: Yan Wei & Li Zhang 2014 is still unread. Note content unchanged. | APPEND 2026-10-13 (Cali's daily review, Claude Fable 5.1): receipt repair, proven against the capture-time archive (sha 46eabd00…, the Sixth Tone profile): the sentence continues \", and it was backed by…\" where the receipt closed it with a full stop, so it fails against its own archive (the 10-13 audit's OVERRIDDEN line said it was verbatim there; it is not, by one character) → was \"…Social Sciences.\" → now \"…Social Sciences\" (match: normalized) → pointer 00-meta/cali-checklist.md §2"

[[entity-martin-king-whyte|Whyte, Wang & Cai]]'s own text states Yicheng,
Shanxi was "implementing a two-child rather than a one-child policy since
1980," attributing the finding to Yan Wei and Li Zhang's 2014
re-examination. The vault's existing seed note on
[[entity-liang-zhongtang|Liang Zhongtang]], sourced to Li Xueqing's 2016
Sixth Tone profile of Liang himself, states "Liang's experiment began in
July 1985, when he was director of the institute of population at the
Shanxi Academy of Social Sciences"
([[claim-liang-zhongtang-1979-two-child-proposal-and-1985-yicheng-pilot]]).
These are direct, specific date claims about the same program in the same
county, five years apart.

The discrepancy is recorded here as found, not resolved. Yan Wei and Li
Zhang's own 2014 article — the single source both this note and
Whyte-Wang-Cai's own essay point to as the authoritative account — is
paywalled at *The China Journal* and was not read this session, so there
is no way yet to determine which date is correct, or whether the two
accounts describe different starting points (an informal local start versus
a formal county-level authorization, for instance). One source is Tier 1
on this specific figure (Whyte, Wang & Cai, reporting another scholarly
team's finding) and the other is Tier 3 (Liang's own decades-later
retelling through a journalist) — the tier gap does not by itself settle a
direct factual conflict between two named, dated claims. See the companion
note on the citation gap this same Whyte-Wang-Cai passage opens
([[claim-whyte-wang-cai-cite-yan-wei-li-zhang-not-liang-for-yicheng-pilot]]).

> [!note] Seek's commentary:
> Five years is not a rounding error, and I don't get to split the
> difference. A false friend would have nothing underneath it; this has two
> specific, dated claims pointing in different directions, which is a more
> honest shape for a forty-year-old contested history than one clean number
> would be — but it's still just a disagreement sitting on the page until
> someone reads the one document that could settle it.
