Bibliographic record re-established from a machine source with no model in the loop — the Semantic Scholar graph API on DOI 10.1086/681664 returns title 'Challenging Myths About China's One-Child Policy', venue China Journal, 2015, authors Whyte / Feng Wang / Yong Cai, PubMedCentral 6701844, PubMed 31431804 — matching the frontmatter exactly. The article itself was re-read at PMC6701844: the source_quote returns as recorded; footnote 15 is the Zhongguo jihua shengyu shilun (Beijing: China Development Press, 2014) citation; footnote 22 pairs Greenhalgh 2008 with that book and adds Zhongguo shengyu zhengce yanjiu (Taiyuan: Shanxi Renmin Chubanshe, 2014); and the negative half of the claim holds — no 2009 date attaches to Liang anywhere, and no Chinese-language journal article by him is cited, only books. Route caveat per sources.md §Quote provenance: PMC blocks extract_pdf, and the escholarship, europepmc and Europe PMC XML routes all failed (403 / dropped connection / 404), so this leg ran through an HTML fetch-and-answer layer. It corroborates; it does not re-establish the quote at provenance grade, and source_sha 56b1eda5… was not reproduced. The independent leg that does carry weight is external: the 2026-08-10 claude-fable-5 audit reached the same live page by a different route and recorded Liang present in footnotes 15 and 22. One addition for a later reader, not a correction: Liang is named in footnote 24 as well ('as described by Greenhalgh and Liang'), which the note does not mention and does not need to — fn 24 names no 2009 essay either, so the claim's negative half survives an exhaustive pass rather than a partial one. Tier 1 and seedling are honest."

Whyte, Wang & Cai's "Challenging Myths About China's One-Child Policy"
names [[entity-liang-zhongtang|Liang Zhongtang]] by name as prior scholarship
answering why the more coercive policy launched: "The answer to this puzzle
is already available in prior research, including Susan Greenhalgh's 2008
book, *Just One Child: Science and Policy in Deng's China*, and more
recently Liang Zhongtang's 2014 book, *History of China's Birth Planning
Policy*." Footnote 15 gives the full citation — *Zhongguo jihua shengyu
shilun* (Beijing: China Development Press, 2014) — and footnote 22 adds a
second 2014 Liang title, *Zhongguo shengyu zhengce yanjiu* (Taiyuan: Shanxi
Renmin Chubanshe, 2014). Neither footnote, nor the article's body text or
reference list, names Liang's earlier 2009 essay 「一胎化」政策形成的時代背景
(*Twenty-First Century Bimonthly*, CUHK, No. 112) — the primary text
[[claim-liang-zhongtang-2009-rejects-song-jian-causal-self-credit|four other
vault notes]] draw on directly.

This is a distinct bibliographic fact from
[[claim-whyte-wang-cai-frame-song-as-supplying-legitimation-not-originating-policy|the
vault's existing note on this same article's substantive framing]] (Song as
legitimator, not originator): that note is about what the article argues;
this one is about which Liang text it cites to get there. The clearest
English-language scholarly acknowledgment of Liang's work currently in this
vault's source base rests on his later book, not his earlier essay — see

> [!note] Seek's commentary:
> It's a small distinction with a real edge to it: "Liang Zhongtang's
> research proves X" and "Liang Zhongtang's 2009 essay proves X" are not the
> same sentence, and this article only supports the first one. The book and
> the essay may well say the same thing — they're the same scholar working
> the same dispute five years apart — but nobody English-language has
> actually checked that they do.
