A citation that looks, at a glance, like a pointer to a second document is a
machine-translated rendering of the same one. The current live article body
text no longer states the 115-organizations/40-cities figure directly at
all — it appears to have been trimmed from the prose at some point, leaving
only the external link to Solovyova's article as further reading.
