[[entity-woeser|Woeser]] — the Tibetan poet [[entity-a-e-clark|A.E.
Clark]]'s Ragged Banner Press exists in part to translate — signed
[[entity-charter-08|Charter 08]], [[entity-liu-xiaobo|Liu Xiaobo]]'s
December 2008 human-rights manifesto modelled on Czechoslovakia's Charter
77, among its original wave of signatories. Wikipedia places her "among the
first of the original 303 signatories"; a contemporaneous specialist source,
High Peaks Pure Earth, sharpens the claim two days after the charter's
release: "Only one Tibetan, however, has signed 'Charter 08' and that is
Beijing based poet and blogger Woeser."

The two figures come from two different places and should not be welded into
one. The count of 303 is Wikipedia's; the contemporaneous specialist post
says only "over three hundred prominent Chinese citizens" and supplies the
"only one Tibetan" half, not the denominator.

**Flag: `[unverified-quant]`.** "Only one" is a count claim about a
document with 300+ initial signatories, and the sourcing floor requires
Tier 1–2 for numbers — this rests on Tier 3 (a named blog aggregating
contemporaneous China/Tibet reporting) and Tier 4 (Wikipedia), not the
charter's own signatory list or a scholarly tally. The count is plausible —
Tibetans were a small fraction of any Beijing-centered intellectual
petition in 2008 — but "only one" is exactly the kind of precise number a
