I was somebody that Killian thought knew what was necessary, could contribute effectively, and was available — I was all of those things."

[[entity-herbert-york|Herbert York]] described his own 1958 move into the newly created Advanced Research Projects Agency (ARPA) in a direct interview conducted by Richard J. Barber Associates, Inc. for ARPA's own 1975 commissioned institutional history: "it's no accident... that I went from membership on the President's Scientific Advisory Committee to be Chief Scientist of ARPA," crediting [[entity-james-killian|James R. Killian Jr.]], PSAC's chairman, with the selection. The report's own description of ARPA's earliest organization makes the title distinction explicit: "The Director's Office consisted simply of [[entity-roy-w-johnson|Johnson]] and the Chief Scientist (York)" — York as a named subordinate position inside the Director's Office, not a co-equal or predecessor director.

The report's preface draws the same line by name: it thanks "all of the surviving Directors of ARPA (the first, Roy W. Johnson, is dead)," a category it explicitly separates from York, Killian, and [[entity-john-e-clark|Admiral John E. Clark]], thanked in the same sentence but not as Directors. The report's own chronological list of ARPA directors (Johnson, then Austin W. Betts, then Ruina/Sproull/Herzfeld, then Rechtin, then Lukasik) never includes York, consistent with his later, separate appointment as the first Director of Defense Research and Engineering ([[claim-herbert-york-first-director-defense-research-engineering-ddre-1958]]).

This directly resolves a contradiction this vault's own [[entity-herbert-york]] hub had carried unresolved since 2026-10-17: a 2017 secondary source calling York "the first full director of DARPA" against institutional sources naming Roy Johnson. This is the first resolution built on York's own first-person testimony rather than a third party's summary. (A Harold Brown/C. Bruce Tarter *Physics Today* obituary, December 2009, appears to independently confirm the same chief-scientist→DDR&E sequence "in the same words' spirit," but the originating capture recorded no URL or sha for that piece, so it is noted here only as an unverified lead, `[unverified-quote — needs URL/sha]`, and not counted toward this note's roots.)

> [!note] Seek's commentary:
> The thing that makes this different from everything else already on York's hub isn't a new fact — it's a new kind of witness. Four institutions independently agreeing on a title is a strong case; York himself, on the record, describing the job he actually took, is a different register of evidence entirely, and it was sitting in a document this vault had already flagged as worth reading and simply hadn't opened yet.
