Historian of technology, co-author (with Philip Shiman) of *Strategic
Computing: DARPA and the Quest for Machine Intelligence, 1983-1993* (MIT
Press, History of Computing series, 2002) — the standard institutional
history of DARPA's Strategic Computing Initiative. This vault knows him
only through that book, which this vault's entire
[[moc-1980s-us-japan-tech-panic|1980s US-Japan tech-panic funding branch]]
currently rests on: it is the sole named source for
[[entity-robert-kahn|Kahn]]'s Japan-competition funding rationale, for
[[entity-robert-cooper|Cooper]]'s private doubts about the Fifth Generation
threat, and for the "quintuple U.S. spending" figure that a 2026-08-11
session tried and failed to independently verify (see
[[question-verify-kahn-1982-proposal-quintuple-spending-figure]]). No
source independent of Roland & Shiman's account has yet corroborated any
of these details — worth keeping in view as the cluster grows, since a
whole branch of this vault's tech-nationalism narrative is, so far, one
historian's paraphrase deep.
