American diplomat who, on a March 1994 visit to Kazakhstan's Ulba Metallurgical Plant, became the first U.S. official to learn that the plant held an undeclared stockpile of weapons-grade highly enriched uranium — the discovery that, eight months later, led to the covert U.S. airlift known as Project Sapphire.
