Historian of computing and, from 1980, director of the Charles Babbage Institute at the University of Minnesota, where he built an oral-history program documenting ARPA/DARPA-funded computing research and the people who ran it. This vault has, so far indirectly, relied on his interviewing work as a primary source: Roland & Shiman's institutional history quotes his 20 April 1989 interview with Michael Dertouzos (the "I got on the horn and started screaming" recollection in [[claim-cooper-privately-doubted-fifth-generation-threat-used-as-lever]]), and a 2026-10-11 capture read his 3 September 1993 interview with [[entity-robert-cooper|Robert Cooper]] (CBI OH 255) directly. Norberg is the interviewer whose questions shape what this vault's primary record of 1980s DARPA history contains or omits.

- 2026-10-18: Norberg also conducted a 4 April 1989 CBI oral history with
[[entity-larry-roberts|Larry Roberts]] (OH 159) — unread this session
(conservancy.umn.edu blocked the bitstream, consistent with Norberg's
Cooper interview OH 255 before its 2026-10-11 Wayback recovery), but its
own description flags it as covering Roberts's "interactions with
Congress on budget matters," extending Norberg's recurring-CBI-interviewer
footprint from the Cooper/SCI cluster into the Roberts/Mansfield cluster.
  See [[question-does-roberts-1988-bartee-chapter-or-cbi-oh159-confirm-gilliam-quoted-fragments]].
- 2026-10-19: OH 159 was recovered (Wayback, same `id_`-modifier pattern as
OH 255) and read in full — Norberg's direct question about the Mansfield
Amendment is what draws out Roberts's own account of DARPA-wide funding
pressure, confirming the interview's Congress/budget framing in practice,
not just in its catalog description. See
