A January 1977 Czechoslovak human-rights declaration, principally drafted
by [[entity-havel|Václav Havel]] with Jan Patočka and Jiří Hájek as its
other two original spokesmen, that invoked Czechoslovakia's obligations
under the 1975 Helsinki Final Act.

Matters to this vault as the explicit named model for [[entity-charter-08|Charter
08]] (2008), the Chinese human-rights manifesto already anchoring this
vault's China/Tibet dissent cluster — and, per Havel's own account, as a
document whose founding climate traces not to a political dispute but to
the 1976 obscenity trial of an underground rock band, the Plastic People of
the Universe.

- 2026-08-25: co-spokesman Jan Patočka died of a heart attack on 13 March
  1977, weeks after the Charter's publication, following lengthy StB
  interrogation — the first fatality widely attributed to the state's
