Political scientist, co-creator with [[entity-ronald-inglehart|Ronald Inglehart]] of the Inglehart–Welzel cultural map — the two-dimensional (traditional/secular-rational; survival/self-expression) projection of [[entity-world-values-survey|World Values Survey]] responses — and author of *Freedom Rising* (2013), whose "secular values" and "emancipative values" indices operationalize the self-expression axis as a theory of human empowerment.
