"established with government support," while its formal ties to the state are
left deliberately ambiguous. It matters to the vault primarily for a single,
load-bearing detail: its own bilingual name orders "safety" and "development"
differently in English than in Mandarin, a rare case where an institution's
self-framing is legible in two directions at once. That signal sits in tension
with the empirical safety grades Chinese labs receive on independent indices —
rhetoric and measured outcome pointing, so far, in different directions.
