Co-author, with Edward M. Graham, of *US National Security and Foreign Direct
Investment* (Peterson Institute for International Economics, 2006) — the
vault's second independent, named-author source confirming Fujitsu's 1987 bid
for Fairchild Semiconductor, not the Toshiba-Kongsberg scandal, as the
Exon-Florio Amendment's trigger. Held US-government roles adjacent to CFIUS
practice and later became a recognized authority on CFIUS law, giving the
2006 account a practitioner's, not just an analyst's, vantage on the statute.
