Paramount leader of the People's Republic of China from the late 1970s,
architect of its post-Mao reform era, who — per Susan Greenhalgh's own
account — "was a strong advocate of population control, having spoken out on
the link between China's population growth and poverty at least four times
between 1975 and late 1978," and separately urged defence scientists to turn
their energies to the nation's economic problems in 1977–78, the political
current [[entity-song-jian|Song Jian]]'s cybernetics later rode rather than
created.

Matters to this vault as the foundational figure the "leadership will
predates Song Jian" reading of the one-child policy's origin actually rests
on: named repeatedly, across three captures (2026-08-07, 2026-08-09,
2026-08-10), as the political backing behind [[entity-chen-muhua|Chen
Muhua]]'s and [[entity-hua-guofeng|Hua Guofeng]]'s 1978 moves, but not
promoted to a hub until this session — despite the entity-candidates flag
being raised in the earliest of the three.

  gives Deng a vaguer, undated role than the 2005 article's specific
  "1976, strong consensus" language: "With the death of Mao and the rise
  of Deng Xiaoping in the late 1970s, the planned control of population
  growth became a critical component of China's socialist modernization"
  (pp. 166–167) — her own preferred marker, in that article, for when
  population control became load-bearing policy.
