DOCSUB
A technical-report clearance/distribution system, by Werbos's own account the mechanism DARPA used to keep his mid-1970s backpropagation report from wider circulation: "Every time I tried to enter it into DOCSUB, somebody jiggled influence to say, 'No, no, no, we can't publish this. This is too hot.'" (claim-werbos-1978-docsub-blocked).
What DOCSUB literally was — which agency ran it, what "entering" it meant procedurally, whether it is a DTIC/DDC-era system under a different name — has not been established by any primary source across three separate vault sessions now (2026-08-01, and this one), despite two independent search attempts. Stubbed here as watching rather than left undocumented, since the term now recurs across sessions and a first-seen date can't be recovered later if the definition is ever found.
